    Do you mean that up until this bill is passed the Chief of the Washington State Patrol is allowed/required to flout federal law?

     Could somone please point out the Article and Section of the Constitution for the United States that gives the Federal Government any authority over transportation within one of the several States? I have no issue with making the statistical data from accident reports available to anyone who wants to analyze it but the "duty" to report to the federal government. Let's elect some legislators who will get rid of bad laws, not create more of them!
