While the legislature has a budget crisis, they should not be giving out tax breaks for private industry to do anything. If it is technically feasible and cost-effective to implement state-wide broadband, private industry will do it so they can make a few bucks (and pay some of that as taxes.) If it is not both technically feasible and cost effective, the state legislature is throwing our money away pursuing pipe dreams. They shouldn't be doing this in the best of times and even less in times of fiscal crisis.
