    My city does not charge its residents extra to provide a local government channel.  My city does not have any programming capability nor does it use the features that it already has in its franchise agreement. 

    Comcast therefore decided to put Seattle's local channel on channel 21 in service within my city's service area.  Why do you to impose yet another unfunded mandate on my city's small staff to gather viewership data on a meaningless service and post it on a website where no one will look at it because no one cares?  If anyone were interested in the viewship of Seattle's channel, he or she could go to Seattle's website or ask Mayor Nickels.

    Since we were not capable of figuring out a complicated franchise agreement with a huge conglomerate, we joined with several other cities, hired a consultant together and got the best deal that we could, including local access programming if we ever needed it.  We didn't need the state legislature to tell us how to do it and we still don't.

    Please put this back into cold (really cold) storage and work on the budget.
