This is only an emergency in the fevered minds of some of our legislature who wish to eliminate the possiblity of a citizen referendum.
What about the vote of the people? It means nothing compared to stakeholder group meetings; it is not even worth mentioning in the bill. Once again our elected panjandrums will decide for us what we need and ignore any input that they don't like.
