If this idea is good for Vancouver, why is it not good for King, Pierce, Shohomish Counties (all large but not bordering another state?) The clause on being adjacent to another state makes it (in effect) an unconstitutional Bill of Attainder. Our state legislature should be passing legislation that is good for everyone in the state, not peculiar to just one area.
