    How much money will the state be sending to the cities to comply with this requirement?  One of the reasons that our cities are in financial trouble (besides the legislature's decision to implement the portion of the the property tax limitiation that didn't hurt them directly) and exploding health care costs for city employees, is the cost of complying with mandates like this.  It is very easy (and politically popular) for them to enact "feel good" legislation like this but they don;t have to bear the brunt of the costs.
