     This seems like more useless legislation.  While I understand that you have a specific case and circumstances in mind, legislation like this will only contribute to the legislative disorganization and increase costs a state will end up spending in the end.

    Instead of referring to specific circumstances, the laws need to be generalized.

    i.e. Obtaining property belonging to another for any reason is illegal, unless due process is properly used to obtain the property, which includes the filing of a lawsuit or complaint, permission from owner (which may request reasonable compensation for any loss), and absent permission from owner, a warrant to acquire for specific purposes. (Returnable in the same condition or compensation if returning in the same condition is not possible.)  In cases relating to disputes over the use of intellectual use of property, a trial may be requested in front of a grand jury if unusual circumstances exist. (If such a request is made, and the circumstances are found to be insignificant, the requestor may be charged for the cost to the court.
