The Senators the come up with this liberal BS taxation are going to feel it in the rear section also. The people that plow their driveways and the lawn service that keeps theirs home looking perfect and any other door to door services that they might require. I'm sure would graciously pass these costs on to their customers. It is all basicly a snow ball effect. People and business owners who dont want to or who cant afford these extra costs will be forced to pass them on to the consumers. Concerned Coloradian

Maybe the representatives of Washington should take a pay cut and pay for the waisted time for such a ridiculous proposed bill and wasting our time with dreaming up bills that will hurt the people of this state. It doesn't hurt the representatives, they make more money than anyone in the state. What about the people that can barely pay for gas and groceries now, how do you propose they pay for this?

If we use WA state numbers and calculate the potential $ Watch this We have approx 6.5 million vehicles in WA state Using the average of $275.00 per vehicle,(see the proposed bill) it represents 1,792,547,925.00 or approximately 25% of a 7 BILLION dollar budget. I would call this a HUGE windfall How about you??????? These brilliant lawmakers ought to be placed in stocks for 30 days in their own constituencies and have the RIPEST tomatoes thrown at their heads. Then let us see the outcome of this ludicrous bill. If the above is not sufficient for punishment, then let your mind wander to places that would suffice.

To all the citizens of this great state. We need to get rid of Emporess Christien and the Demorcratic Mafia in the capital who are fleecing the people of the whole state on these assinine bills for our voteing on 395, just so they can fund their pet projects. There are more pressing items that need to be addressed than comeing up with more taxes. The first thing they should do is find away to boot their own kind out into the street for comeing up with a bill such as this and not something constuctive that wiil help more pressing issues. This is really sad to see this and it shows that our congress really does not care nor do they pay attention to what common folks do. I have two 1 ton trucks. I put less than 350o miles on them a year. I am not going to pay that kind of money to license my trucks, and just to think I have a car and a boat. I am to the point where I am going to license one vehicle and just put the plates on what ever vehicle I am driving that day. Ill take my chance, it's a hell of a lot cheaper.

These fees work for me. My car is only 1.6 liters and gets between 35-37 mpg. I would pay NOTHING regarding displacement fees and probably the same regarding emissions. A definite incentive to acquire a more efficient vehicle. Note: My auto is 20 years old.

1 Gallon of gasoline produces 20 pounds of co2 that is 9071.8474 grams of Co2. So unless you almost double your mileage your going to pay. A Toyota Prius will have to pay. ~Bryn

The "state" always seems to forget that it is a CREATION of the people. We made it, not the other way around. We have the power, not the other way around. We are the masters, they the servants. We are their source of rights, not the other way around. How many times recently have the people made a decision at the ballot box only to have it declared unconstitutional by some state hack called a judge?? I bet less than 1% of the Revised Code of Washington actually fulfills article 1 of our state constitution, "SECTION 1 POLITICAL POWER. So far, global warming is failing to produce. Hello- we have had more snow along with colder weather this year than we have had in 10-20 years!! Just look around, we have a 30year record snow on White pass, 20year record snow on Snowqualme, etc. But yet we will probably pay for it yet again because these politicians will lie to us to get us to believe that we are in a drout this summer- you watch and see. The people spoke when we voted down the gas tax.. but our B!T(H of a governer overturned it. You people that think this is a good idea just because you have small fuel efficient vehicles are morons. Think a little harder and consider that this will do to an already crippled economy. Just think of what this will do to the American auto manufactures and how many jobs will be lost. How many people out there can just go out a buy new “Fuel efficient cars”? We as the United States can be as “GREEN” as we want but think globally, what about China and other countries like that. They are the dirties ones out there this needs to be a global effort until that happens we are only scratching the surface of this problem. This 6900 bill is the most ridiculas thing I have heard of. I work in emergency services and I can hardly get by now with all of these BS taxes. Its my right as a US Citizen to drve a large gas guzzling vehicle. I want to feel safe on these roadways in Colorado that are full of idiot drivers. Global Warming is a farce - its a term used by ignorant people to sound like they care. Look it up - not one established scientist can or will back up the theory of Global Warming. However most people I know are pro Green - saving raw materials and energy and using products more efficiently is definately a good thing for everone. A tax bill on displacement does not reduce anything except money in taxpayers wallets. It has no advantage and won't stop anything. The hypocrites in office say we want fuel efficient cars for everyone - now say they are losing money from less fuel use so they need to tax the hard workers of America. For anyone that wants to know White smoke=burning water Blue smoke=burning oil(also hydrocarbons) Black smoke= pure unburt fuel oh diesels dont emission either!? Theres a couple thousand PPM per truck! I've tuned emissions b4 1500-2000 PPM and you begin to see black smoke!! #2 Aerosol aka fuel for your potato gun if you remember. Or nice sticky hairspray that is a lighter fluid. Hydrocarbons or airborn/moving fossil fuel at its simplest form is about the only thing that can deteriorate o3-The Ozone. Aerosol is worse but we hardly use it compared to fossil fuel. We as oxygen needing organizim's cant breathe more than a couple hundred PPM of o3 without serious un-comfort/itch burning eyes/throat lungs. close to being bathed in fiber glass…OK its a tough chemical. Holy God Just looked at my emission test from 3 months ago. Again this is a 2003 Impala 3.4 or 206 cubic inches with a bad cat and running 25-27mpg's vs my previous 30+mpg Hydrocarbons 0.15ppm a max of 1.2ppm (oh thats a quick pass) The catalytic convertor is slacking if any. It burns hydrocarbons they destroy the Ozone kids Co2- 425grams! thats a full on max tax in Section 2! 362+ grams=$600. Now do you see where they are taking this. Wether im burning oil water or smoking period i would put money on that my car doesnt get below 400 or above 500grams. Why? Because a motor is a giant air pump. It is impossible to get Co2 down unless you breath less!! So remember to cut the trees down, hold every other breath for two seconds and ride a scooter down I-25 at 80mph, Or we'll tax ya! Yee-Haw! It's interesting 3.0L or bigger is just below the half way mark of the now (section 1) version of there brackets. But it turns out when they release the actual grams bracket in 2012 you'll find out a 3.0 liter will =over 350 grams. You'll need a bike to be under or around a 160 grams. 75% or more of the population would be paying the top two rates!! The Central Planners know they can't pass another gas TAX so they are trying to sneak another TAX in the back door. I used to drive a very, very, very economy car. It barely skirted the CO emission there. Now I drive a still modestly sized and powered sedan. It's engine at the very least will require an additional fee? It's not a Humvee. I have no idea why I should have to pay even more to have my vehicle which is almost exclusively for work. And I agree. Where's the special biker registration costs for all the 'share the road' campaign noise?

I think taxing vehicles according to their emissions is a good idea. Our use of automobiles does cost everyone who lives in Washington in the form of air pollution and global warming. If we don't greatly reduce the amount of carbon dioxide and other pollutants that we emit into the air, our children and grandchildren will have some very sad consequences to pay.

The NEW tax imposed by this Bill will have damaging affects to our states economy that these lawmakers are neglecting. The poorest residents of this state will be hurt the most. Even most middle class people can not afford to purchase newer more efficient cars. But the poor will be faced with: 1) Moving out of state, 2) Breaking the law, or 3) Not driving. All of these will mean they will be less able to work in this state providing a tax base for the state. (which of our neighboring states is sponsoring/lobbying this bill so they can attract our citizens away?) Businesses will suffer as well. Your next pizza will be delivered by a guy on a bicycle or in an RV (which one of those options makes sense to a guy working on tips?). No more fleet vehicles. Truckers will not be able to transports goods. Remeber this is a "per vehicle" tax. It would be nice if we could all live in Utopia. Some of the Washington States lawmakers believe it is possible to tax and legistate the way there. These lawmakers are at best misguided in their attempts to help our lives by controlling them. Vote NO to this and every other "Global Warming" scam Bill.

I am writing to express my concern with Senate Bill 6900, the vehicle engine displacement fee. Vehicles that have larger engines use more fuel, therefore pay more taxes thru fuel taxes. I think it is extremely unfair to add another tax/fee on an annual basis. I do not want higher gas prices, but thru an additional fuel tax would be the only fair way of imposing a tax/fee to "mitigate the impact of vehicle loads on the state roads". It would be extremely unfair to tax a person that uses their high engine sized vehicle as a recreational vehicle as compared to someone who drives the same type of vehicle on a daily basis.

I'm 17 now and just about to turn 18. I have been reading ALOT of stuff on current politics trying to get more of an idea on what i want this government to be. I personally think i am one of very few in my generation that doesn't watch MTV and take all the democratic **** they spew for fact. I am taking a Government class right now and i constantly read about how it was created by the people and for the people yet here is a perfect example of what it has really become. It is a GREEN issue, them wanting to make us have less GREEN. Personally i think we need to have these guys sit down and read the ****ing constitution so they can show me where the government has the right to pull this kind of shit cause i just went over it for a review test tomorrow and i have yet to see anything sayin they can tax us for BS they use the media to falsely promote. Displacement really doesn't have much to do with it anyhow...MPG vs number of occupants does My 3.0 liter Audi burns just slightly more gas than the 1.8 liter version. The worst part about that is my engine can't be upgraded but you can make your 1.8 Turbo version of this car crank out 400+ HP and it will burn way more gas than the 3.0. If anything this bill should be HP based, or number of occupants Per HP or MPG.

This is beyond ridiculous and only a way to line the state's coffers. It has nothing to do with the environment. To be a fair tax, the state should increase the gas tax so that whoever is burning the most fuel pays for the pollution. Many people own multiple cars, but only drive one at a time. Why charge a "polution" tax for cars that are rarely driven? Tax the fuel, just like is being done currently.

There are many of us who rely on our single car wither it be an older car or a newer one it is our only form of transportation. We live from paycheck to paycheck and public transportation is just not a valid form of travel. Now each year you want to hit us with more fee's for driving back and fourth to work? This bill is going to create more problems then it is going to solve.

I'm sick and tired of getting muscled around on the highway by your Navigator, Excursion, or whatever behemoth you're driving. You and the rest of the hogs with 2.0+ liter engines are inflating the cost of fuel, damaging pristine areas like Alaska, filling our cities with smog, and causing wars around the world. Either get a smaller car or suck it up!!

Honestly I wish people like you would do a little research before making statements that "theory of global warming". Virtually every scientist in the field of climatology is now convinced that global warming is real and that it is man-made. Even the one lonely MIT professor that Rush always points to has now admitted that there is undeniable evidence. For that matter, even Bush has admitted as much. Get a smaller car and avoid the tax. You don't need to fatten anyones wallet.
