This bill and its House companion 2692 have the potential to destabilize the nursing home industry resulting in higher interest rates and more rigerous covenants on any loans. The payment system would be totally dependent upon the good will of DSHS and subject to change based upon regulatory agency perception or need to accomplish any future Governor's fiscal objective. Any system change must include significant guidance and input from Medicaid providers.
