Budget by voucher or elected representative?

I really thought that a large part of why I elect my state representatives is so that they can represent my interests in determining the budget. Can you picture 5 departments doing statewide PR campaigns to try to woo property owners for their vouchers? Isn't it a bit classist to allow only property owners to determine budget priorities?

Historically, were not voters the property owners, the tax payers? A poll tax, as it were. One even had learn to read before registering to vote in Colorado, well into the '60's.
