The idea of instructing children on safety is a GREAT idea. The Eddie Eagle program is FANTASTIC for the target audience (YOUNG kids), but high school students need a more advanced program. Age appropriate programs are readily available. May be this is just another case of the legislator should implment the idea at a high level and let those who know the details implement what needs to be done?
