Until all cities go along with affordable housing

RCW 43.185C.010 (7) it states Local Government..means a county government or a city government.. if.. the legislative authority of the city affirmatively elects to accept the responsibility for homeless persons within its borders.. I have (3) SRO units available.. and I want to contribute them for rent for the homeless/disabled/elderly/Vet's ect., but the city I live in..did not.. and won't adopt a city plan, ..as it is not required.. when the act to be decent to people becomes stronger then the love of a power position.. only then will the elderly/Vet's/disbalbed and homeless be treated with dignity and quality of life by being allowed to live in housing choices.. their is apparrently no bills or provision to force the cities to follow the Fed Aug 2005 , the State RCW's or the King County ordinances or codes.. because the cities are not forced to follow what has been set up... by the cities not having to accept the 10-year plan to end homelessness in King County.. they are simply doing..NIMBY..not in my backyard.. and throwing up regulattions and barriers to .. if you know of some RCW, WAC, any ordinance Federal or otherwise... that has been passed to force the cities to get in gear with that which is desparately needed ..please contact me.. thank you..
