HOW ARE 'MISSING TEENAGED JUVENILE YOUTH' ADDRESSED HERE - ARE THEY EVEN TAKEN INTO CONSIDERATION? THE LAW ENFORCEMENT ISSUES OF 'MISSING VS. RUNAWAY' REPORTS AND INVESTIGATIONS, CONCERNING TEENAGERS, HAS BEEN IGNORED FOR MANY YEARS NOW BY OUR LEGISLATURE. WHEN A PERSON 13 TO 17 YEARS OLD IS REPORTED 'MISSING' THE LOCAL LAW ENFORCEMENT (EVERY TIME AND WITHOUT FAIL UNLESS THERE IS PHYSICAL EVIDENCE OF A CRIME OR AN EYE-WITNESS TO A CRIME) ALWAYS CALLS THE JUVENILE REPORTED MISSING A 'RUNAWAY' AND THEY NEVER LOOK AT THE CASE WITH ANY KIND OF URGENCY UNTIL A DEAD BODY OF THAT MISSING JUVENILE TEENAGER IS FOUND. HOW ARE THE JUVENILES ADDRESSED HERE AND HOW CAN WE LEAVE IT UP TO THE POLICE TO MAKE THE DETERMINATION BETWEEN A VOLUNTARY JUVENILE DEPARTURE AND A STRANGER 'ABDUCTION?' ABDUCTIONS ARE USUALLY NEVER NOTICED AS SUCH BECAUSE USUALLY IT IS DONE BY AN EXPERIENCED PREDATOR WHO PRE-PLANNED AND WANTS TO HARM SOMEONE; THEY HAVE A RUSE OR MEANS OR WAY THEY LURE THE VICTIM TO TRUST THEM, TO GET THE INTENDED VICTIM IN THE PERPS VEHICLE VOLUNTARILY. USUALLY NO ONE EVEN NOTICES ANYTHING HAPPENED AND WON'T REMEMBER SEEING A MISSING PERSON GET INTO A VEHICLE IF IT WAS DONE WILLINGLY. THERE IS USUALLY NO EVIDENCE OF A CRIME LEFT BEHIND IN A CASES OF STRANGER ABDUCTION. THE POLICE ARE TIME AND TIME AGAIN ONLY WILLING TO INVESTIGATE A JUVENILE REPORTED BY FAMILY AS 'MISSING' IF THEY ARE UNDER THE AGE OF 12 - IF THE JUVENILE FALLS BETWEEN THE AGES OF 13 AND 17 THEY ARE SCRAPPED BY POLICE INTO A LUMP PILE OF LABELED 'RUNAWAYS' NEARLY AUTOMATICALLY. THERE IS NEVER ANY KIND OF SYSTEM IN PLACE OR LAW FOR THAT MATTER THAT ENSURES THAT THE POLICE FOLLOW THE LAW. THERE ARE NEVER ANY KIND OF PENALTIES, OR FINES THAT THAT ARE IMPOSED FOR THE POLICE - THEY APPEAR TO BE ABOVE THE LAW - WHEN THEY JUST DO NOT OR REFUSE TO FOLLOW THE PROTOCOL OF THE LAW. OFTEN TIMES THE POLICE FAIL TO RECORD OR EVEN ATTEMPT TO GATHER INFORMATION - THEY DON'T FILE THE DENTAL RECORDS OF THE MISSING PERSON WITH THE STATE BECAUSE THEY OFTEN DON'T EVEN TAKE THE TIME TO TRY TO OBTAIN THEM FROM THE MISSING PERSON'S FAMILIES. THE POLICE DO WHAT THEY WANT AND MAKE THE DECISIONS THEY FEEL ARE THE BEST AND USUALLY IT IS THE DECISION THAT BEST PROTECTS AND SERVES THEIR OWN INTRESTS AND NEEDS - NEVER IS IT THE GOAL OF LAW ENFORCEMENT TO ACTUALLY SERVE AND PROTECT THE PUBLIC WHEN THEY ASK FOR HELP, ESPECIALLY WHEN A 'MISSING TEEN' IS REPORTED. WHY DON'T YOU DEVELOP A MANDATE PIECE OF LEGISLATION THAT ADDRESS THE NEED FOR URGENCY OF ATTENTION TO THOSE JUVENILES 13 - 17 YEARS OLD SPECIFICALLY REPORTED AS 'MISSING' BY FAMILY MEMBERS. MAKE IT SO THE POLICE CAN NO LONGER USE THE MISSING PERSON'S AGE AS A DETERMINATION FACTOR IN THE DECISION TO WORK ON THE CASE OR WAIT FOR THE 'RUNAWAY' TO COME HOME; WHEN THEY ARE 13 - 17 YEARS OLD AND REPORTED 'MISSING' THE POLICE JUST CALL THEM 'RUNAWAYS' AND WAIT FOR THEM TO COME HOME. IN THE 1992 PUYALLUP DISAPPEARANCE OF 14 YEAR OLD MISTY COPSEY, THE PUYALLUP POLICE TOLD HER MOTHER TO RELAX AND THAT HER DAUGHTER JUST RAN AWAY. THE POLICE SINCE THEN AND AS RECENTLY AS JUST LAST MAY 2005, MADE AN ATTEMPT TO CONVINCE THE GIRL'S POOR MOTHER THAT THE GIRL (NOW 28) MAY BE WILLINGLY GONE AND ALIVE, WHEN I KNOW FOR A FACT AND HER MOTHER KNOWS FOR A FACT COPSEY WAS MURDERED THE NIGHT SHE VANISHED MORE THAN 13 YEARS AGO. PUYALLUP POLICE NEVER INSTIGATED COPSEY'S CASE AS A CRIME AND FOR MORE THAN A DECADE THEY USED THE EXCUSE WHEN ASKED WHY THEY REFUSED TO INVESTIGATE IT, THAT SHE WAS A 'RUNAWAY.' THAT IS UNFORGIVABLE. HOW CAN ANYONE, POLICE OR NOT, EVEN IF THERE IS A PRIOR HISTORY OF 'RUNAWAY' REPORTS, EVER ATTEMPT TO SECOND GUESS THE TRUE NATURE OF ANY 'MISSING PERSON REPORT?' NO ONE REALLY HAS ANY IDEA IF THAT PERSON (JUVENILE OR ADULT) REPORTED MISSING WAS THE VICTIM OF A CRIME OR NOT. BUT THE POLICE LABEL A CERTAIN MISSING PERSON TEEN GROUP AS 'RUNAWAYS' AND PUT THE CASES ON A SHELF WHEN THEY ARE REPORTED 'MISSING;' THEY PRETEND THEY KNOW WHAT HAPPENED TO THE TEEN. THERE HAS TO BE SOME SERIOUS ATTENTION PAID TO THE ISSUE OF 'MISSING TEEN-AGED JUVENILES' AND THE LACK OF POLICE CONCERN WHEN THEY GO MISSING. THE POLICE SHOW TIME AND TIME AGAIN THEY ARE IGNORANT TOWARD 'MISSING TEENAGERS' AND IT GIVES A PUBLIC OVERALL FEEL THAT LAW ENFORCEMENT CARES LITTLE OR NOT AT ALL ABOUT OUR STATE'S TEENAGERS' SAFETY. LAW ENFORCEMENT EVEN SHOWS INTENTIONAL AND BROAD-SPECTRUM CONTEMPT AND LACK OF HONEST CONCERN FOR THE SAFETY OF TEENAGERS IN WASHINGTON BY CONSTANTLY DISREGARDING REPORTS OF 'MISSING' TEENAGERS' WHEN THE POLICE APPLY THE 'RUNAWAY' LABEL TO THEM AND PUT THEM ON A SHELF. PLEASE ADDRESS THE 'MISSING TEENAGERS' IN YOUR LEGISLATION CONCERNING MISSING PERSONS AND THE STATE REQUIRED DATABASE TO HOUSE THEM - TO BE SURE THAT 'RUNAWAY TEENS' ARE HANDLES JUST THE SAME AS THE MISSING ADULTS' REPORTS BECAUSE UNTIL THEY ARE LOCATED YOU CAN NOT BE SURE THEY ARE ANY DIFFERENT THAN AN ADULT PERCEIVED 'STRANGER-ABDUCTION' MISSING PERSON CASE. THE POLICE NEED TO BE FORCED TO INVESTIGATE MUCH FASTER AND TO TAKE IT MUCH MORE SERIOUSLY WHEN A TEEN IS REPORTED 'MISSING.' THANK YOU. I would like to know how you know for a fact that Misty was murdered. I am her aunt, I live in Ohio, and followed this case from the gitgo. How about the fact, that her mother refused help from a group that told me they could find Misty if she was alive. There was no charge for this service,so they weren't after my money, but they were turned down flat? We needed the mother's permission because even though Misty was over 18, she was still the custodial parent. Her mother said she didn't need their help, she knew where her daughter was. How about the fact, that her mother moved from her house one month after her daughter went missing and got an unlisted phone number; whould'nt you think she would want her to be able to contact her. How about the fact that Misty was sited at a concert 2 weeks after she went missing by a fellow student? How about the fact that when her father tried to get her school records, he was denied by the school because he was not the custodial parent? I truly believe that Misty is alive and doesn't want to be found by her Mother. I believe she thinks everyone has forgotten her. Well I haven't forgotten her. I do believe the fact that her mother knows what happened to her or where she is. I have always belived that and will continue to believe it until the day I day. Children are found from tips. I have been in contact with her case worker at Missing & Exploited Children. One more fact, they didn't even know a father was in the picture until I asked him why no one had ever contacted her Dad. He said he didn't know there was one. Does this sound like a person who really wants to find their child or has no idea where she is. NO! If my child were missing, whether I was divorced from that child's father or not, I would move heaven and earth to find a clue, not do everything in my power to block the search and then complain because the police weren't doing enough about it. Ms. Bowers: Here is an explaination of why I beliece Misty Copsey was murdered by a Puyallup, Wa. now convicted 1st Degree Child Molester the night she went missing on 09/17/92: Sent: Monday, July 18, 2005 1:26 AM Subject: Missing 14 year old Misty Copsey - Emergency Request for WSP Chief Batiste's Assistance by Diana Smith (her mother) and Cory Bober (case informant) Dear Chief Batiste, I am writing you this letter with regard to my missing daughter’s case - her name is Misty Copsey. She disappeared from in front of the Puyallup Fair grounds September 17th, 1992. She was fourteen years old at the time of her disappearance. I had taken her and her friend Trina Bavard to the fair and dropped them off at about 3:00pm that afternoon with the understanding they were to catch the 8:30pm Pierce Transit bus home. They were to arrive home about 9:00pm that evening. I was very hesitant about leaving them there unattended for that amount of time, but they had their free entry tickets from their school for the fair that day - it was Fair Day. Misty was a very responsible child and convinced me I had nothing to worry about. I was employed as a caregiver at the time and my hours were from 4:00pm in the afternoon to 8:00am in the morning. At about 8:45pm that night I received a call from Misty and she sounded very distraught. She told me she had missed her bus. She spoke with a bus driver and found out the bus she missed had been the last bus to Spanaway that night. She told me she had called a boy I didn’t approve of to ask for a ride home. I told her riding with Rueben Schmit was unacceptable to me. I told her she needed to call her grandmother or someone else trustworthy to give her a ride. Before we hung up I made her promise she would call me back and let me know how she was getting home. I never heard from her again. When I called 911 the next morning - as soon as I got home and found Misty not there - to report her missing, the police asked her age. When I told them she was fourteen I was told they would not even look into it for thirty days. It was because of her age they suspected she was most likely a "runaway." Sir, I knew my daughter well and she did not in fact "runaway." We were very close. She had no reason to run. Misty was a church going, almost straight A student. She was very into athletics. She didn’t really fit the profile of a street smart, drug abusing, and unhappy teen. When I went down to the Puyallup Police dept. I was told to just calm down. They told me that 99.9% of the time kids like that show up back home, sooner or later! Sir, I knew the night my daughter disappeared something bad had happened to her! I had a black ominous feeling in the pit of my stomach. And I just knew it in my heart. Call it mother’s instinct if you will. It was later discovered that Trina had lied about the way she got home. She told everyone that she had walked home. She lived in Sumner at the time. But she had actually received a ride home with a guy that she knew. She said she lied because she was living with a schoolteacher at the time and she did not approve of Trina dating. When Puyallup Police heard about this they focused on Trina’s ride as the perpetrator. The F.B.I. had even been called in and forensic tests had been done on his car. But he was later ruled out as a suspect. Later, I received a phone call from a schoolmate of Misty's. She said she had received a phone call from someone that she thought was Misty. Sgt. Herm Carver of the Puyallup Police and I met at the school Misty attended, with the school principal and school counselor present, to question the girl about the phone call. Sgt. Carver asked the girl why she thought the girl was Misty? She said it sounded like her. I asked her if the girl said she was Misty and she said she hadn’t. The very next day, Sgt. Carver of the Puyallup Police went on live talk radio - KIRO 7 News Radio - and said, "Misty Copsey has been found alive and well, by her mother, in Olympia." That statement forced all of my fliers I posted to come down - he knew I didn’t find her and so did the school principal and counsellor. Shortly after that, I got a call from a man named Cory Bober. He said that his mother had seen one of the missing person flyers about Misty. It had my phone number on it so he called me. He told me he thought he might know who was responsible for Misty’s disappearance and said he had been tracking a man he knew, for nearly eight years previously, trying to find proof or physical evidence that his suspect is the "Green River Killer" as a matter of fact.. He told me two other girls had disappeared from Puyallup and they were both about Misty’s age. Their bodies had been discovered on State Highway 410, near Mud Mountain Dam. He suggested we form a search party and look up there for her. It made perfect sense to me. Cory contacted a reporter for the Pierce County Herald and told them of the time and day we'd be searching. A front page large story was done and it told of our intended search but they intentionally didn’t mention the exact day we were set to search - it just said we were searching the site where two girls missing from Puyallup were found murdered, by the end of the weekend. Cory saw to it that his suspect, (Randell Dean Achziger, Dob: 07/14/58; age now 47; Wa. State DOC #939878) in the disappearances, received a copy of that article on Friday 02/05/93, during that afternoon. Everyone that was to participate in the search met at Charlie's restaurant in Enumclaw before we went to the location to be searched. While we were there Cory seemed very excited. He told my sister and me that he just knew we were going to find something .He said he just knew it because his suspect saw his set "bait" newspaper article in the Pierce County Herald on Friday (02/05/93) that bannered at the top of the front page the question: "Is a Serial Killer at work in Puyallup?" Since the search was to take place on Weyerhaeuser property, we had to call and have a Weyerhaeuser employee security officer meet us there at "Weyco Mainline Road" to open the gate for us. We got there before he did just after 12:00pm on 02/07/93, Sunday. While we were waiting for the security officer, one of the boy scouts in the search group (Jeremy Hensley) noticed some clothing in the ditch just outside (in front of) the gate. With a stick, he snagged the clothing and flipped the clothes up onto the ground I was standing on, next to Cory. The clothes landed on the ground right at my feet. When I looked down I got a sick feeling in my stomach and my heart just dropped! I said, "Oh my God - they're my jeans!!" As soon as I looked close and focused on them, I then said, "Oh my God they're Misty's jeans!!" I meant by that they were the jeans Misty had been wearing the night she disappeared. And the reason I know that is because Misty asked me the day she went to the fair if she could wear that pair of my jeans. The jeans were "Ethics" brand women’s jeans and very unique. She wanted to wear them because they were unique. They had a patch with a pattern on one of the back pockets, around the waistband and on the cuffs. They were also baggy on her, which was the style. They were my jeans I loaned to her that night she went to the fair. There happened to be an off duty Black Diamond firefighter/paramedic across the street from the search party who saw the discovery as it occurred. He immediately told everyone to step back and asked that no one touch the pants until officials arrived to verify the find. Contrary to what Puyallup told the forensic lab, they were not handled at all or ever passed around by anyone. Det. Jim Doyon (deceased 09/03/94), from the King County Green River Task Force, was called at home. When he arrived he questioned me and several other people. He told me, "Diana, I’d have to be an idiot not to see that Misty and the other two girls whose bodies had been found in the same place you found Misty’s jeans, are all related." He said this because they had all three disappeared two years and one month apart, because they all three disappeared from downtown Puyallup, and especially because the other two girls bodies had been found less than 70 feet from where we found Misty’s clothes. After Misty’s jeans had been found KIRO TV News in Seattle wanted to do an interview. On camera, the reporter asked me if I had "planted" my daughter’s jeans up there! I was stunned and instantly pissed! When the interview was over I asked him, "Why would you ask me such a question?" He said because he had talked with Puyallup Police Det. Sgt. Herm Carver and he told him that their theory was that Cory and I were lovers.... that we killed my daughter and planted her jeans up there... that we were planning to collect her life insurance. Well there are just a few things wrong with that theory. The first being I didn’t even know Cory until after Misty disappeared. Additionally, there was no life insurance policy on my daughter - besides the fact that Cory was only at my house one time and that was after Misty’s clothes had been found!! There was no relationship between Cory and I of any kind before Misty disappeared. Puyallup Police have since done everything in their power to discredit me, and Cory. After Misty disappeared I did drink and I stayed pretty much drunk. That was the only way I could find at the time to deal with the agony. I felt without Misty I had no reason to live. So I got more than my share of D.U.I’s. Puyallup’s taken that as Misty’s reason for running away. They’ve used it for every mile they can get out of it. And I’ve paid for that many times over in many different ways! I’m not trying to justify it by using Misty’s death as an excuse, but that’s just the way it was. I was a good mother to Misty and I loved her deeply - I still do! Anyway, the forensics were done on Misty’s clothing and numerous things were found, including numerous blue- grey nylon fibers from a "like-new" source, 5 light blue trilobal nylon fibers from a separate decidedly "dirty" source, (several other random types of both natural and synthetic fibers of many colors from pink to black, but very few of each)) 3 or 4 separate "scarlet" red paint chips, curved black plastic particles, being some kind of "coating from a curved surface," clear and colored tiny glass beads, some were conjoined, others were single... as well as human and animal hairs etc… It also says that the soil on Misty’s jeans didn’t match the soil where they were found. If you remember, Cory Bober made sure his suspect got a copy of the article stating the place we were going to search - it said we were to search by the end of that weekend. He knows that his suspect read that article and that he is responsible for putting Misty’s jeans up there on State Highway 410. The soil may come from the Ohop Valley near Ohop Lake, where Cory now insists his suspect took and killed Misty. Pollen tests on that soil may take you to the Ohop Valley - there has to be numerous pollen in that dirt from Misty’s jeans. Cory’s suspect delivered paint to the Puyallup Fair in 1992, in July that year, to the Peterson Brother’s Paint Co., as he worked for the S. Hill Puyallup Rhodda Paint store and delivered paint until they fired him on 07/14/92 - his birthday. Three professional airless paint sprayers were stolen from the Peterson Brother's business - on the fairgrounds - that July of 1992. There is a Puyallup Police report on file in that matter filed by that business at the same time. Cory knew his suspect did it. Cory also knew whom his suspect ended up selling or trading those stolen paint sprayers to. Cory called the Puyallup Police, before Misty disappeared, and told Sgt. Herm Carver about his suspect and what he knew about the theft of the paint sprayers. Sgt. Carver did not investigate and would not take Cory's information he said. Before the sprayers were sold or traded, Cory’s suspect used them, or loaned them to a friend of his, to paint a Porsche bright red. The car was painted red before Misty disappeared. The sprayers were transported, after the Porsche was painted red Cory says, in his suspect’s mother’s car - spare tire compartment - in a 1992, white, Chevy Cavalier, station wagon hatchback that everyone knew Cory's suspect often drove alone. In October of 1993, until April of 1994, Cory’s suspect owned and drove this red Porsche, yet never transferred the title into his name. Cory's suspect received a DUI in Pierce County, in October of 1993, in this red Porsche. In April of 1994 he gave it to his then lawyer of record, Ron Heslop, once also a pro-tem judge from Pierce County, for money he owed him in a Pierce County Superior Court "1st degree child rape" case - with multiple charges - that ended in conviction on 04/11/94, when Cory's suspect received the maximum prison sentence possible (68 months in prison) for sexually assaulting three small children he knew,, on S. Hill in Puyallup. (That was also a Puyallup City Police case which was charged on 04/01/93 - "April Fools' Day" - originally with 2 counts of 1st degree child rape and 1 count of first degree child molestation; the case ended when he pled guilty to one charge of "1st degree child molestation" in a plea agreement). This information would explain the red paint chips on Misty’s jeans if they had been transported in that vehicle’s spare tire compartment, as Cory is sure they were. It would also explain the use of the spare tire compartment of Cory's suspect's mother's car as "black curved-plastic particles that look to be a surface coating" likely came from the underside of the lid of that tire compartment cover, the "light-blue trilobal nylon fibers" from Misty's clothes are consistent with the trilobal nylon fiber in the Cavalier (exclusively made by Dupont at the time and specifically installed in GM manufactured Chevys and Chryslers in 1992 - the year it was made) and being "dirty" they likely blew away from the carpeted lid of the spare tire compartment and landed in a "dirty spare tire compartment" where Misty's clothes picked up 5 of that car's fibers at least. Additionally the "clear and colored round, "glass beads" found on Misty's clothes and described in the WSP lab report are described in the paperback book "The Search For the Green River Killer" as "D.O.T. glass particulate used in the mix of paint by the Dept. of Transportation to stripe and mark on roadways for reflection purposes." A "used spare-tire compartment" would have an abundance of this glass particulate evidence - obviously. This further supports Cory's belief that the spare tire compartment of his suspect's mother's Cavalier was used by his suspect to transport Misty's clothes. On 09/17/92, the White Cavalier was owned by Carrolyn Ashline, Cory's suspect's mother in downtown Puyallup. She lived downtown Puyallup and could see Misty's bust stop from her front porch.This car was sold on 06/23/04 and the new owner is registered in Yakima, Eastern Washington. The new owner would likely allow an inspection of that car if asked. The Cavalier likely has some available evidence of the "curved, black plastic coating chips," "light blue, nylon trilobal fiber" and possibly some remaining microscopic "red paint chips" (particle evidence), all in the spare tire compartment of that car. Cory's suspect also had access to a brand new mobile home that just happened to have "not delustered, (like new), blue-gray, nylon carpeting," out on Ohop Lake, in south Pierce County. Cory knew his suspect knew the owner of this property and that he was a long-time friend of his suspect since high school in Puyallup. Cory knew that his suspect was helping his friend to get ready to move into this trailer in the Ohop Valley, during the summer of 1992. He knew that his suspect built two ramp-type, covered wood porches in the summer of 1992 that were attached to this trailer. The man who owned the trailer was in a wheelchair. Just a couple of days before Misty disappeared Cory's suspect had been living with this man who owned the Ohop property and trailer, in a house he owned in Tacoma with his friend's mother. This man and his mother found Cory's suspect had stolen from him and was injecting drugs in their Tacoma residence. This man kicked Cory's suspect out if his home and ended their friendship over this just a couple of days before Misty disappeared. The trailer on the Ohop valley property was not moved into until 10/01/92 I was told, after the concrete / cement driveway was poured for it. This was the last person Cory's suspect lived with at the time Misty went missing. Just after being kicked out of his friend's Tacoma residence, Cory's suspect was arrested on an old Pierce County case probation violation warrant and went to the Pierce County Jail but was let out on bail just the night before Misty vanished, on 09/16/92.. Cory believes his suspect picked Misty up near the fair, probably in Jason’s Restaurant parking lot, driving his mother's white, 1992 Chevy Cavalier he said, because that is the nearest business that Misty was last seen approaching on S. Meridian Ave. headed southbound up the hill, with her head down and crying, according to the witness "Tami" who saw her last from across the street at the 711 store at 10:00pm that evening. Cory believes his suspect noticed Misty in distress and picked her up with the promise of giving her a ride home. Cory is sure his suspect took Misty out to that mobile home, near Ohop Lake, and killed her there. Cory also believes after he killed her he took her out to where the dirt was being prepared for the driveway in the "drive approach" at the front end of the trailer there at the time and buried her there - knowing the concrete or cement would be poured very soon for the driveway as the owner had to have a "cement slab" driveway to move his wheelchair on, it wouldn't work on gravel - he drove a wheelchair equipped vehicle and was intending to live alone out there. That would explain why Misty has never been found. And the act of moving her jeans, just prior to their discovery date, from that location, or near it, to where we were going to search on State Highway 410, would explain the difference in the soil on her clothes and why it was different from the soil on scene where Misty's clothes were found. Pollen tested from the dirt from Misty's clothes, against known pollens in that Ohop Valley area should support this information. Cory has kept track of the red Porsche all these years and it can be located in Bellingham. A man named Gregg Dunphy owns it. I talked with him myself and he said if we believe that car had anything to do with Misty’s case he would be willing to give it up at no cost. I told Puyallup Police about this and I was told if we could have the car brought down here they would take a look at it but they could not even promise they would test it. I told them I don’t have the money to have it hauled all the way down here from Bellingham, as they said I would have to pay for it to be hauled down here… So, I called WSP Det. Sgt..Ken Noland and asked him if he knew of any way we could get possession of the car. He told me that if the car was suspect in a crime, all Puyallup Police would have to do would be to call the WSP Seattle Crime Lab and they would pick it up and do the forensics on it at their own expense. I called Puyallup Police to give them this good news and was told by them that they would first have to find the registered owner, and find the title on it before they could do anything with it. There was no title on this car when Cory’s suspect gave it to his attorney - Ron Heslop. Heslop must have filed "lost title" when he sold it. Mr. Dunphy never transferred the title when he bought the car from the man in Linden, Wa. whom it is currently registered to - though it is Mr. Dunphy’s car and it is in Mr. Dunphy’s backyard. I was also told by Puyallup Police because Misty’s case is "not a priority" that the forensics could take months even years to be done. We don’t have years to wait for this and there is no reason I should have to wait at all to get this started - it is a "free test" without the need for a warrant and Puyallup Police know that but refused it. I told Puyallup Police we believe Misty may be buried under concrete / cement. Cory found a man that does G.P.R. surveying and he said he would do the survey of the driveway in question, where I believe my daughter could be buried, for nothing more than gas reimbursement for driving the equipment down here - in other words, essentially for free. I asked Puyallup if we got the homeowner to agree, if she (Puyallup Police Det. Tamara Phiel assigned now to Misty's case) would accompany us to the site in case anything was found there, so there would be someone there of authority to verify it. I was told no she could not do this. I believe Tamara Phil of the Puyallup Police dept. is very sincere when she says she wants Misty’s case solved but she is very new on Misty’s case and I believe she has been given a very jaded side to the story and she is being told only what they want her to hear - the truth has been kept from her intentionally. Additionally, I’m told they are still of the opinion at the Puyallup Police dept. that there is no evidence to test in my daughter’s case and they do not consider her clothing discovery legitimate yet - now nearly 12 and a half years later after they were found. Puyallup will never believe the truth. Further, Puyallup even told a reporter very recently that they are operating under the belief that my daughter is living and gone of her own accord. Come on, now how absolutely insane, cold and cruel is that??!! I understand, according to Jim and Korliss Delange, and Cory, that there was some kind of forensic evidence found in Kim DeLange's case - she was the first girl 15-years-old missing from Puyallup found in the exact same place on Weyco Mainline road, on 08/21/88, where Misty's clothes were found. Mrs. Korliss DeLange, Kim's mother, had been contacted by phone by the King County Police sometime after Gary Ridgway's arrest. The King County Police informed the DeLange family that the forensic evidence in Kim's case was "sent back East" and tested against Gary Ridgway - it did not match Ridgway. I was told mitochondrial DNA was what was tested from hairs off of Kim DeLange's clothes found near her body. That means Ridgway didn't kill either of the two girls missing from Puyallup and found in the same place we discovered Misty's clothes. The King County Police have publicly said for years that the "Green River Murders" were possibly the work of more than one man - and they likely had nothing to do with each other, meaning they likely operated independent of each other but during many of the same years and apparently even used many of the same "disposal" sites. The evidence in my daughter's case should, if matched to one man, then identify the killer of the first and second girl found on Weyco Mainline Road as well as Misty's killer. Ironically, it has been pointed out that there were Ridgway victims found close to the site we found Misty's clothes, 1 found to the East about a mile and a half or less away and the other found to the West of the site, even closer. All cases were discovered on the South side of Hwy 410. The forensic evidence in Misty's case clearly seems to identify Cory's suspect - certainly not Gary Ridgway. Det. Jim Doyon was unsure whether the "Green River Killer" murdered all three girls missing from Puyallup and linked to Weyco Mainline Road, but he was very sure Misty was dead and murdered by the same man who killed the first two girls found at the site where we discovered her clothes. My daughter needs to be found and finally laid to rest, and her killer must be brought to justice before he does this again and again. I’m sure Misty’s killer has killed since she disappeared, more than once. Puyallup is still operating under the premise that, "Misty is alive and well." That feels like some kind of inhumane torture when I hear that. Please override the Puyallup Police and take this case away from them. I am asking you to now enact your jurisdictional authority over the Puyallup Police and seize this investigation in its entirety. Please test this evidence for me - for Misty. She was a wonderful child and deserves at least that. Could you pave the way for us to do the G.P.R. survey of the driveway I spoke of? Would you please assign Det. Sgt. Noland to this case? Sgt. Noland and I have met and he told me Cory has some good information that he has reviewed since 05/23/05. He wants to help me but until you authorize the "override" he said he really can't do much of anything. I hoped and waited the last 13 years and now, with the best forensic evidence available that they could ever hope to have... the Puyallup Police refuse to look at or investigate this valid evidence or Cory's suspect and do not believe any of it. It does not even matter at this point where the evidence and information came from when it is now speaking volumes all on its' own. This forensic evidence is very "valid" and needs to be tested as soon as possible. Forensic evidence does not lie and when this evidence is tested I believe it may identify Cory's suspect as my daughter's murderer. We have a small time frame or "window" of time to work with now with the weather dry all week this week. The G.P.R. surveyor is available this week to do this for me and he wants to do it this week, between July 18th and July 22nd, 2005, provided we can obtain and secure permission from the property owner in question. No one from law enforcement will even talk to this property owner to confirm that this is something that either they want done or that should be done - being the only one who wants to help me can't and likely won't be able to because it is not his case. The weather has to be dry and this week is perfect, for the weather and the surveyor's schedule. Time is of the essence and we have to act and do this survey this week, or it may never happen. It is only by the Grace of God that there is even evidence in this case to test after nearly 13 years or that I have any idea where to look for my baby. Please take this case and do the community the justice that the Puyallup Police refuse to by bringing in my daughter's killer and allowing, finally, her sole to be laid to rest. They said, "It was Cory Bober and information about 'a body under a driveway,' but that was investigated and proved to be nothing. If any new tips came in we would be happy to follow them up." Someone should be clearly seeing that there is "criminal intent to suppress my evidence" and they continuously are out to discredit both Diana Smith and myself. Miller, in Olympia - NOLAND"S BOSS - and based on the merits of the case and the information in the letter, this case will not be handled by the WASP and was returned to the Puyallup police." Diana had to call the Chief's office today and Carolyn had to call her back before noon to report this to her as she had no idea where the issue stood. I have to wonder if the Chief even saw the letter!!?? When Diana asked who she could contact to help her now, Carolyn had no answers, apologized and called it ''Puyallup Police's case.' Is this the state of Washington at it's finest, or what??? According to Chief Batiste's assistant, Ms. Hojem, they forwarded the letter we sent (the one you see here) to Det. Sgt. Noland's boss - Lt. Miller. Miller looked at the letter and Carolyn did say, "...On it's merits, it will be 'left with the Puyallup Police to handle' and we will not be getting involved. " The WSP refused their obligation and refused the jurisdictional authority they have could have used to override the Puyallup Police and investigate this case. Herm Carver to write a letter (on 02/11/93 with my pending sentencing date in my first marijuana case set for 02/18/93 at which time I received a 1 week continuance) for my Pierce County Superior Court Sent. Judge Waldo Stone, to say she believed I murdered her 14-year-old daughter - Misty (last seen 09/17/92 in downtown Puyallup). Diana claims she refused to write the letter he wanted as they had already made her get a restraining order against me on 10/29/92 and she said she didn't believe that I killed her daughter and felt I was only trying to help her... I was finally sentenced on 3 felony counts: 2 marijuana deliveries and 1 marijuana possession charge; I received 14 months on each delivery and 3 moths for the possession charge in a plea agreement as my "first offence" on 02/25/93. My sentence was run 'concurrent' and I was ordered to serve 14 months in Wa. DOC. I was processed through the receiving units at Shelton and was classified to minimum security and sent to 'camp.' When I arrived at OCC (DNR DOC CAMP in Forks, Wa.) I had already made 'national news' for the discovery I made of Misty Copsey's clothes on Highway 410 in King County, Wa. on 02/07/93. The Copsey case was even featured on 'America's Most Wanted.' On 04/10/93 I was told by OCC HOH UNIT SGT. The fact that the man who poured the cement killed himself with a heroin overdose (Achziger's life-long friend Marc A. Van Derschelden) and died 07/18/98 and the fact that I came to the conclusion that Achziger had to have buried Misty under pending cement driveway on 07/18/04 (but I had not ever even seen the property before 07/21/04)) seemed significant in and of itself somehow. I photographed the driveway the first day I ever looked at it, on 07/21/04. Van Derschelden's obituary read at the end and in bold print all by itself: 'NO MORE MUD TO POUR - FREE AT LAST' - like telling me HOW TO FREE (LOCATE) Misty: ...'Misty's under the MUD / CEMENT DRIVEWAY.' On the way to the trailer / driveway location, remembering seeing a national California-taped TV show back in 1996 / 1997 ('Beyond the Paranormal Borderline') where Misty's mother Diana was on a show with a group of 'psychics'... I recalled the 'psychics' had items that belonged to Misty in individual envelopes - one for each psychic - and they sat around a table talking to Diana about the case (she has the tape). They claimed that Misty was dead (we knew that) and that she was killed by a man affiliated with the Puyallup Fair that year before the Fair opened for that year (1992) - some how. Then they showed a horse carousal turning in circles (Achziger delivered paint for Rhodda Paints on S. Hill in Puyallup to the Peterson Brother's Paint company on the Puyallup Fairgrounds in July 1992 and the Peterson Brother's Paint Co. was there to paint the HORSE ARENA as it had just been remodeled by the Absher Construction Company, of Pierce County, Wa. It was from the Peterson Brother's Paint Co. that Achziger stole '2 professional Greco, President Model paint sprayers' which were later used by Achziger and his friend Scott Kelly, who lived in Puyallup at that time, to paint his friend's blue Porsche a very BRIGHT RED. Bonnie Bothwell of Sumner, Wa. worked at the Rhodda Paint store on S. Hill in Puyallup and worked the store alone with Randy on Tues. or Wed. nights. Bonnie knew Achziger was fired from Rhodda on his birthday - 07/14/92 - for stealing paint and supplies from the store. Bonnie also knew that RANDY SAID HE WAS 'MAKING A LOGO' for the Peterson Brother's Paint Co. after hours at the Puyallup Fairgrounds PETERSON BROTHER'S SHOP BUILDING - they hired him to make a logo for their company and even gave Achziger a key to the shop on the fair property so he could sit there to work on the logo, after hours. Bonnie said Achziger told her that he was accused of stealing the paint sprayers from Peterson Brothers (the Peterson Brother's owners said they never had a clue that Randy stole the sprayers and told me that they never accused him but did report the burglary to the Puyallup Police Department and would have mentioned him had they thought he stole them or was involved in burglarizing their business). There is a Puyallup Police Report on file from July 1992 regarding the paint sprayers theft and the burglary of the Peterson Brother's business on the fairgrounds property that summer, but the Puyallup police did nothing about it when I called up and told Sgt. Carver in July 1992 that Randy Achziger stole the paint sprayers; I even told them where Achziger sold them at (Scott Kelly had them there after they were used to paint their friend's blue Porsche red that July 1992). The co-called psychics said that the man who had killed Misty is in fact a 'pedophile' and that he has done it before (Randy was by this taping already convicted for his 1st Degree Child Molestation). They saw what looked like a 'WHITE VAN' (the 1992 Chevy Cavalier Station Wagon Hatch-back Achziger drove that night, belonging to his mother, was unusual looking and from the side IT DID APPEAR VAN-LIKE). They said they were sure he took Misty out in the woods, assaulted her and killed her. They insisted and unanimously agreed that she will be found, '... (TO GET THERE YOU GO) UNDER POWER LINES... NEAR WATER,' they were convinced. On the travel route Achziger took Misty, to the trailer in question... On Meridian (Highway 161 to Ski Park Road E), as you approach Ski Park Road and after passing the sign that read 'Entering Eatonville, you have to pass under a vast and THICK BUNDLE OF POWER LINES THAT CROSS OVER 161 AND GO TO A POWER SUBSTATION RIGHT ON THE LEFT CORNER BEFORE SKI PARK ROAD. After turning LEFT on Ski Park Road (following the directions to the trailer location for the first time ON 07/21/04), we turned right on 410 St. E. and followed to 122nd Ave. E. and turned left. The drive TO THIS POINT is mountainous, housing is sparse to nil and the LEFT side of the road is all cliff and woods, until you turn left on 122nd Ave. E. All of a sudden Ohop Lake appears on the left side of the road and you have to drive along the lake for a good mile or more before you come to the 'private road' 403rd St. E. on the right that takes you on gravel up hill and off to the right, to 123rd Ave. Ct . E., to the wooded trailer location a block down 123rd Ave. Ct. E., on the left. I thought it more than a coincidence that there is a huge group of very noticeable power lines you have to drive under and a huge amount of water in Ohop Lake that you have to drive next to and along the side of for more than a mile of the trip to the trailer location. You have to turn right or left on 122nd Ave. E. as you are coming out the gravel 'private road' called 403rd St. E., when leaving the trailer location, or you drive straight across the street and down the very steep and long embankment to the densely wooded edge of Ohop Lake. I never needed a psychic to tell me anything and it was not the psychic group who led me to this location - but when I did go there I remembered what they said and - after the fact - it really struck be bluntly because I believe she is under the driveway there. Nylon BLUE BRAND NEW FIBERS on Misty's clothes are from the 'Nordic Blue' Nylon brand new carpet that was inside Richard M. Baughn's trailer. Lake sediment, POLLENS & DIATOMES found in the dirt attached to particles of sand in the soil from Misty's clothes are UNIQUE TO OHOP LAKE, SPECIFICALLY; NONE OF THIS HAS EVER BEEN TESTED. I never had been to this Ohop Lake property until the first time I went there on 07/21/04 but I knew all about it since the first week of December 1992 and even gave the Pierce County Sheriff's Office a statement they signed for ON 12/08/92 about this location and with regard to Misty's case and Randy Achziger (I still have the document). I don't know why it took so long for me to put Misty's case and the evidence against Achziger together but I had the evidence ever since I found Misty's clothes and should have figured all of it out then - it took until 07/21/04 until I understood the entire case, saw the evidence all come together and was convinced I found Misty's grave under Oscar Pierce's cement driveway. I should have waited to see if she got on that bus, but I didn't as I walked a way I could see her under the light and waved one last time, not knowing that it really would be the last. When we were on that bench there was no one around us. When I got the call the next day from Diana wondering if Misty was at my house, I knew, something was wrong. I did get talked to by the cops. I remember a Doyal or Doyan. and Carver. They came to Marlene's and talked with me about that night. A time later they came with pictures of Misty's clothes. And I busted out crying. I knew that those were what she was wearing that day. I remember because she changed in the car. She wore her moms pants, the baggy style was in and they sure were baggy on her. Further, I have a Washington State Patrol Seattle Crime Lab Report showing an examination of the very car that that married man you were supposedly dating owned and was driving the eve of 09//17/92 and that report shows clearly that no evidence from Misty's clothes was found to match anything in that man's vehicle thus he was eliminated and reported about as a suspect in the case according to the Pierce County Herald report at that time. I know my friend didn't have any involvement with Misty's disappearance. Misty did not like him. She knew that I loved him, and she knew that he was the one that I had lost my virginity to. She hated him for that. She told me she wanted nothing to do with him. He was with me that night, and was involved with me for the next 3 years. Randy Achziger did kill your best friend, Misty Copsey. Please believe the evidence. I forgot if I sent you a copy of the July letter to Chief Batiste of the Washington State Patrol. This letter attached explains Misty's case and the evidence I gave the police which proves (if tested) that Achziger killed and buried Misty on what was his friend Richard Baughn's former Ohop Lake property - I truly am convinced by my forensic evidence, the known facts in the case and all I know to be factual about Achziger and Rick Baughn at that time, that Misty has to be buried under what was Rick's cement driveway. I will not stop or rest until I prove this case and Achziger's involvement and recover Misty's remains; to see her soul put to rest with a proper Christian burial. Hill Puyallup since 1976 and have a daughter 15 years old now - she goes to Ballou Jr. High on S. Hill in Puyallup. I called the Ballou Jr. High today and learned for the first time (just checking on a hunch that Rick's daughter may have known Katherine 'Katie' Downing) and I found that Katie Downing disappeared while attending Ballou Jr. High last year - I believe she was a friend of Rick Achziger's daughter and possibly a very good friend at that but have yet to confirm or prove that they even knew each other. This would be how Randy was acquainted with Katie Downing as he is in regular contact with his brother Rick and would have occasion to see Rick's daughter and / or meet her friends. Rick is also a convicted Piece County sex offender as of his 1989 'Indecent Liberties' conviction resulting in the molestation of a firefighter's 12 year old daughter attending Rick's wife Mary's in-home-daycare business. The Achziger day-care license was thereafter revoked indefinitely but I have heard they still operate a day-care business in their home (they are not supposed to). I am going to have to ask you to help me to get Mr. Oscar Pierce to cooperate with a GPR survey of his cement driveway where I believe Misty is buried and will be found. No one can get this old man to cooperate - the police told him (Puyallup PD) that they believe Misty is alive and told him they know where she may be living. The police told him not to let us do a GPR survey of his driveway and to obtain restraining orders against Diana and myself, though he never did. A FEW KEY POINTS, for the record here - we know 14 yr-old missing Misty Copsey's found clothes' (discovered in S. King County, Wa on 02/07/93, on Highway 410, by myself and her mother Diana Smith) 'brush-down debris' evidence collected in the Seattle WASP Crime Lab produced 'sediment consistent with a lake or river'... I believe Randy Achziger went to the water's edge of Ohop Lake sometime after he killed Misty; after he buried her body under the 'dirt drive-approach' at the trailer he killed her in, he had to have originally placed Misty's clothes on the ground near to Ohop Lake just before he left the area - probably during the twilight of the early AM on 09/18/92. But I think Randy went to the edge of the lake for a far more sinister reason, for more than to deposit Copsey's clothes under a log or bushes there near to the water, before leaving the area. THE DIATOME / POLLEN EVIDENCE if tested (UW Professor Estella Leopold agreed to test the 'lake/river sediment' from Misty's clothes against that from Ohop Lake as that is her specialty but the Puyallup police said they would not let her look at it at all or for any purpose) will take you to the edge of the waters of Ohop Lake. There must have been a knife involved and it is evidenced by the 'cuts, tears and holes in Misty's left pant leg' in her lab report (holes cut into the pants' leg closest to the driver seat - HER LEFT LEG ONLY - which had to have been made as she sat next to her killer while he threatened her with a knife and repeatedly cut her jeans' material, eventually cutting holes all the way around the circumference of the baggy knee area but without cutting her skin). I believe, because Kim DeLange, 15, found 08/21/88 on Highway 410 (1st Puyallup girl discovered murdered where we later found Misty's clothes) had her head clearly cut off by her killer and because only the skull of the 2nd girl, Anna Chebetnoy, 14, was found in the same area we later found Misty's clothes... Misty Copsey very well may be found buried with no skull -which, if so, would be obvious evidence of 'decapitation' of her body by her killer, sometime around the time of her death and clearly before she was buried. Puyallup police tried to argue that we can not 'place' Randy Achziger at the Ohop Lake-area property the month that Copsey went missing (Sept. 1992) and I have now faxed you proof (a 7 page document I created for the Pierce County Sheriff's Office describing how Achziger worked specifically in September of 1992 on the Ohop Lake-area property owned by Richard M. Baughn, building 2 ramp-type porches for him as Rick was in a wheelchair and drove a wheelchair-equipped vehicle - Randy did the work as he had owed Rick some money) my information about Achziger's working on and being at the Baughn Ohop property, specifically, in September of 1992, was known about by the Pierce County Sheriff's Capt. of Criminal Investigations - Gary Smith personally received it from me and signed for it when I delivered it to him on 12/08/92. The document describes the source of my computer printed information as Richard Baughn's mother 'Doris' whom I spoke to on 12/04/92 about Randy Achziger - she had known Randy since the late 1970's she said when her son Rick attended Puyallup Rogers High School with him. The document states clearly Randy Achziger lived with Richard M. Baughn and his mother Doris in Rick's Tacoma residence at 222 78th St. S. until Rick kicked him out for using IV drugs and for stealing from him around September 13th, 1992; by then, the porches on Rick's Ohop lake-area trailer were built by Achziger. (On 09/17/92 Rick's trailer's driveway was still dirt). Richard M. Baughn's property parcel number describing the property Achziger worked on near Ohop Lake, in September 1992, is included in that document dated 12/07/92 and signed for as 'received' by the Pierce County Sheriff's Office Capt. Gary Smith on 12/08/92 - the document was never investigated by the Sheriff's Office or even given to the Puyallup police for review as it was dismissed as 'hearsay.' I believe Randy Achziger may have cut Misty's head off (to hinder ID should she be found - and for other reasons) and didn't want to travel with it far from the area or on main roads, but he wanted to hide it as well as possible. So, if Misty is found under the cement driveway where I believe she is buried, absent her skull and lower jaw, then I will believe Randy threw Misty's head in Ohop Lake before he left the area the night he killed her or in the subsequent subsequent A.M. hours. For the fact we never found Misty's dark-blue and long-sleeved sweatshirt, her bra, her shoes or her barrel-shaped purse, some of the items could have still been on her when she was buried (her shirt and bra for sure could have been on her) but Misty's shoes were clearly removed and evidenced by finding her socks with her jeans and underwear. She was nude from at least the waist down but appeared to then possibly still be wearing her sweatshirt and bra. The brown suede shoes Misty wore that night are likely still in the woods where ever her clothes were initially left, close to Ohop Lake because her clothes were kept together and her body was separate. After 13 1/2 years I wonder if the sole of the shoe is still preserved enough to see the hole in the sole at the toe area which was known to exist and evidenced by the 'concentrated soil deposit at the toe area on the sole of one sock' found. It may be worth looking for Misty's Shoes in the forested area near to the edge of Ohop Lake - directly across the street from the 'private road' dead-end gravel entrance that takes you to the trailer and the cement driveway there; he most likely drove directly straight across 122nd Ave. E. (coming from the trailer and exiting the dead-end 'private road') and drove down the steep gravel road right there to the boat launch there... THE ENTIRE REASON MISTY'S KILLER TOOK HER CLOTHES AND INTENTIONALLY KEPT THEM SEPARATE FROM HER BODY OR GRAVE OR DID NOT THROW THEM IN THE HOLE WITH MISTY'S BODY IS BECAUSE 1 - HE WAS IN A HURRY TO GET HER IN THE HOLE AND BURIED BEFORE SUNRISE AND FORGOT THE PANTS UNDERWEAR, SOCKS, SHOES AND PURSE LAYING ON THE CARPET IN THE TRAILER AND BURIED HER BODY BEFORE HE WENT BACK INTO THE TRAILER AND SAW HER CLOTHES AND ALL STILL ON THE CARPET, OR 2 - HE WAS JUST SO ACCUSTOMED TO REMOVING EVIDENCE AND THE CLOTHES (HAVING CONSCIOUS KNOWLEDGE OF EVIDENCE AND WHAT THE POLICE LOOK FOR TO LINK THE SUSPECT TO THE CRIME) HE FELT COMPELLED TO KEEP THE CLOTHES SEPARATE FROM THE BODY; MISTY'S SHIRT, BRA, SHOES AND PURSE WERE NEVER LOCATED. Today, 06/15/06, I confirmed that Rick Lenn (also convicted Pierce County sex offender since Dec. 1989 in Pierce County Superior Court in Tacoma, Wa, for 'Indecent Liberties With A Child' in his wife's In-home Daycare she operated; Rick was said to have taken a 9 year old girl and another time a 12 year old girl into his family bathroom and made them masturbate him with a bar of soap) and Mary Debra Achziger's daughter 'Victoria Achziger,' 15, is also in the 9th grade and attending Ballopu Jr. High School this year AS I TOLD EVERYONE I SUSPECTED SHE LIKELY WAS - Victoria is in the annual this year, last year and the year before at Ballou Jr. High School, on S. Hill in Puyallup. Victoria Achziger lives off of Military Road at 12308 128th St. Ct. E. on S. Hill in Puyallup and her grandfather (Clarence L. 'Sonny' Achziger - Randy and Rick's natural father) lives just down the road a couple of miles off of Military road also. Randy Achziger frequents his father and his brother's homes and he is very close to his family (as he admits in his court records from 1993 / 1994), specifically his oldest brother Rick and their natural father 'Sonny.' Randy has been impersonating his father's identity (Clarence L. Achziger aka 'Sonny' of Puyallup, Wa.) in an effort to hide the fact he is a '1st Degree Child Molester convicted in Pierce County Superior Court on 04/11/94 in Tacoma, Wa.' and to gain residence in King County since at least August 2005 - has been evicted for doing so when discovered by his landlord at least 2 different times since August 2005, both times in the city of Des Moines, Wa. I do not know if Katie Downing and Victoria Achziger ever even knew each other, were friends or not and if so how close they ever were, or if Katie had ever been to Victoria's home (Rick Achziger's home), but I have a feeling that Katie Downing and Victoria Achziger were very close friends and that Katie had spent considerable time at Xictoria's home. Randy Achziger, I believe, may have murdered Katie Downing around the time she disappeared - Katie was some how (if not directly connected as good personal friends) affiliated with Victoria Achziger and / or had very close 'mutual friends at the time she vanished.' I also believe Katie Downing made it back alive and well to Puyallup from Yakima by or before she met foul play. I do believe Katie Downing will be found deceased and was murdered. We need attention brought to the Katherine Downing case via the media and press locally - she's now 15 years old if living - missing 10/28/05 from Puyallup, Wa. 10/28/05. This girl disappeared just a month after Copsey's last story ran (about Achziger's former red Porsche's paint being finally tested against red paint found on Copsey's clothing discovered 02/07/93 and ending with a mention that Diana Smith believes her daughter may be 'entombed under a driveway.') Copsey's last article ran in the Puyallup Herald on 09/22/05 and Diana Smith personally contacted Achziger's father Clarence aka 'Sonny' and told him to read it the night the story ran. Pierce County Sheriff's Office Det. Ed Troyer calls Downing a 'perpetual runaway' claiming 'she ran away 15 times before and (she) had a real bad drug problem.' He said she entered a drug rehab facility in Yakima, Eastern Wa when she ran away from the facility as fast as she got there - being reported missing by her family in Puyallup the night she ran away from the facility on 10/28/05. I believe Downing did make it back to Puyallup, from Yakima, Eastern, Wa - she would obviously come back 'home' as she lived on South Hill in Puyallup and had 'friends' she trusted who lived there; 'Katie' was 14 years old, she didn't travel far from home, willingly. ACHZIGER'S MOTHER, CARROLYNN JEANNIE BARRINGER-ASHLINE (DIED 04/27/05) HAD LIVED ACROSS FROM COPSEY’S BUS STOP AT '3RD ST AND PIONEER WAY' – (YOU COULD SEE THE BUS STOP DIAGONALLY FROM RANDY ACHZIGER’S MOTHER’S PORCH) LOCATED AT 317 7TH ST. S.W., DOWNTOWN PUYALLUP, WA. D. DELANGE AUTOPSY: DELANGE'S FOUND CLOTHES INCLUDED '1 RED ONE-PIECE INVERTED JUMPSUIT WITH SIZE 6 HEAVILY SOILED WOMEN’S PANTIES AT THE KNEE AREA INSIDE ONE OF THE PANTS’ LEGS. COPSEY’S UNDERWEAR WAS WITH HER SOCKS IN ONE OF HER PANTS’ LEGS ALSO. THEN THE SAME DAY, ON 06/21/06, I FOUND OUT DET. TONY MCNABB OF THE KING COUNTY POLICE WHO HAD BEEN ASSIGNED THE COPSEY CASE 'RED PAINT TEST' HAS BEEN RE-ASSIGNED NOW TO PATROL IN SKYWAY, WA, AT 'PRECINCT #4 SINCE MAY 21ST, 2006. I THEN THE SAME DAY, 06/21/06 CONTACTED DET. TOM JENSEN OF THE VIOLENT CRIME REVIEW TEAM KING COUNTY POLICE MAJOR CRIMES UNIT AND ASKED JENSEN WHERE THE RED PAINT TEST RESULTS ARE AND IF THE COPSEY EVIDENCE IN HIS PROPERTY ROOM THAT I FOUND ON 02/07/93 IS EVEN STILL THERE - I TOLD JENSEN THAT MCDONALD ELUDED TO THE FACT IT IS GONE NOW, EARLIER THAT MORNING. JENSEN FLIPPED OUT ON ME AND SCREAMED AT THE TOP OF HIS LUNGS, "THAT IS NONE OF YOUR GOD DAMN BUSINESS... I REFUSE TO SPEAK TO YOU; DON'T YOU EVER CALL ME AGAIN!!!' DET. CLEARLY, THE COPSEY CLOTHING EVIDENCE FOUND 02/07/93 HAS BEEN TAMPERED WITH BY HIGH RANKING KING COUNTY POLICE PERSONNEL, LIKELY JUST AFTER GARY RIDGWAY'S ARREST AND BEFORE HIS CONVICTION; IT IS GONE AND HAS BEEN GONE A LONG TIME. PUYALLUP POLICE GAVE THE COPSEY CASE TO THE KING COUNTY POLICE DECEMBER 2005 WHEN THEY LEARNED THE ORIGINAL COPSEY CASE EVIDENCE FROM HER FOUND CLOTHING IS NO LONGER LOCATABLE. PUYALLUP POLICE THINKS THIS LETS THEM 'OFF THE HOOK' AND LEAVES KING COUNTY POLICE 'HOLDING THE BAG' AND RESPONSIBLE FOR THE MISTAKE AND THE CASE IN ITS' ENTIRETY. Mr. Bober, am I to understand that you just happened to see a flier one day and decide to dedicate your life to solving a crime, you knew nothing about? Quite frankly sir, IF Misty Copsey is indeed deceased. You sir seem to know an awful lot. Did you not think it would look suspisious that you just happened to Know where exactly where Misty's clothes could be found? If I were to speculate as you have done for so many years now, I might say that you know too much. To me it looks like You see a flier, and you realise that this could be your chance to get your name in the news. Or... better yet what is the best way to have the police show you thier hand? By inserting yourself into thier investigation. You Knew where the clothes would be found, you now say you know exactly where the body is, and you have even gone so far as to state you know her head was removed?? Get real! If these Pierce people were to let you survey thier driveway, and discover a body there sans it's head , I'd be scared Mr. Bober because If I were the police I'd be headed straight for YOUR front door. If everything you say you Know is true I'd have to ask how do you know so damn much. It appears to me that you are involved more than you say, you don't want people to forget Misty, you want it known what was done possibly by you, and you keep giving us more and more information about the why, where, and how your gonna screw up dude and when you do hope they give you all the credit you seek and deserve. And for your information I do know what it's like to loose a child to a child rapist and Murderer. I lost mine in 1988 also in Pierce County. Dear Confused:

I would not be so harsh on Mr. Bober. In fact, I would have to say that is more commendable of Mr. Bober to dedicate his life and go through all of this grief that the Police of Puyallup have instilled upon his life and him to support Misty's mother in her triumph to keep Misty's memory alive and to seek on her behalf help to ignite a fire under the asses of a lazy Police Department to get justice for Misty, and in doing so he has more than demonstrated that he hasn't even forgotten my best friend Kim De Lange. He has shown more compassion and I do not even know Mr. Bober personally, but you can indeed see that he walks in the path of the lord by doing this. For we are all God's children, and we're supposed to love each other.  I lost two friend's in 1988 whose lives I wonder how they would have turned out today if some black hearted individual didn't take their lives from this earth.  I speak of Shannon Lynn Pease and Kimberly Ann De Lange as the friends that I have loved and lost within just a few months apart.  I will pray for you Confused for your loss is also tragic, but I pray that you can find comfort and peace, and realize that there are just some people on this earth left willing to dedicate their lives to finding answers and seeking what is righteous and that is justice and closure to the matter.  So, that healing can truly begin.  There is not one single day that goes by where I don't wonder about things like what kind of mother would Kim have been, or would Shannon have been excited to get her driver's license?  Who would my dear friends marry? What would they have done with their lives in the line of careers?  And so on.  I will never know what they would have bloomed into because someone out there didn't value their lives enough to let these two beautiful flowers in the garden of life grow into full blossom. The friends that I have all made in Jr. High I still contact on a regular basis for I see them as family, even back in the times of my youth Kim and Shannon were like sisters to me.  I love them and I dearly miss them. 

I know first hand how lazy a Police Department can be, for I have assisted them with bringing one person out of 3 to justice in a '96 murder of an elderly man in his own home in Marysville, WA.  To date, the Marysville Police Dept. is satisfied with just catching one out of the three, and haven't even bothered to bring the other two to justice.  Do you want to know how I know?  I was supeonaed to court to testify and when I got there the prosecuting attorney turns around and tells me that they don't need me to testify yet because he already accepted a plea agreement.  I asked well what about the other two people that were involved in this elderly man's murder? Do you know what their reply was, it doesn't matter.  I asked if the person that I was to testify against turned in his buddies and the prosecuting attorney said he refuses to cooperate in that matter.  Then I asked well aren't you going to make him cooperate, and she said no that he accepted a plea deal and that's the end to that. So by Washington State Math as long as one person fries occassionally for murder even if they didn't act alone that's perfectly fine by them.  I guess they look at it as some twisted form of job security knowing that there are still killers on the loose. More lives at risk.
