Playing 'Hide and Seek' with the true intent of legislation

Olympia has some creative ways to title proposed legislation so as to obscure its true intent. But sometimes, it's downright awkward. Take House Bill 1545. Here's the official bill title:

"Guaranteeing that the top one percent pay too, through assessing a two percent tax on millionaires to fund the paramount duty trust fund and reduce class sizes in grades kindergarten through four."  A mouthful, isn't it? And it's all about school children K-4. You think?

Liberals always come up with bill titles that are exactly the opposite of what the title means. It corresponds to their redefinition of the meaning of words to make their demonic agenda sound reasonable and worthy.
