- Introduced 2010 House Bill 3104 (Modifying community solar project provisions for investment cost recovery incentives) requires a solar energy system that produces a maximum instantaneous power output of two megawatts of electricity and is owned by a limited liability company to be eligible for an investment cost recovery incentive for the same customer-generated electricity as provided in statute.
- Introduced 2010 House Bill 3105 (Allowing the director of financial management to include alternative fuel vehicles in a strategy to reduce fuel consumption and emissions from state agency fleets) requires the director of financial management to establish a policy to achieve a reduction of at least ten percent in lifecycle carbon intensity, when compared to similar petroleum-based fuel vehicles, for light duty passenger vehicles purchased after June 15, 2010, that use a nonpetroleum-based fuel source for motor vehicles owned or operated by any state agency.
- Introduced 2010 House Bill 3078 (Concerning marine waters management that includes marine spatial planning) to extend marine water management in Puget Sound, coastal, and Columbia river efforts. As resources become available, the bill intends to augment the marine spatial component of existing plans and to improve the coordination among state agencies in the development and implementation of marine management plans. The bill also establishes policies to guide state agencies and local governments when exercising jurisdiction over proposed uses and activities in these waters. The bill encourages awareness to continue to recognize the rights of native American tribes regarding marine natural resources and other guidelines as established.
- Introduced 2010 House Bill 2897 (Providing for the administration, collection, use, and enforcement of tolls) changes the name of the toll collection account to the central toll account and provides for electronic toll collection and photo tolling systems, permitted methods for payment of tolls, and penalties for failure to pay a toll.
- Introduced 2010 House Bill 2853 (Authorizing local financing to fund energy efficiency upgrades.) establishes a financing mechanism to fund energy efficient upgrades and remove barriers for implementing energy conservation programs. Requires local governments to expand and improve existing energy conservation and energy efficiency loan programs to aid the private and nonprofit sectors in undertaking residential, commercial, and industrial energy efficiency upgrades. Also requires local incentives for the creation of new family-wage jobs in construction, manufacturing, and installation of energy-saving products and encourages investments by the utility sector in a cleaner environment. - Introduced 2010 House Bill 2685 (modifying the powers and duties of the Puget Sound partnership leadership council) to authorize the Puget Sound partnership leadership council to collect data and do research. The bill also extends the power of council to enter into contract with non profit organizations.
- Introduced 2010 House Bill 2593 (Concerning the fishing of shellfish using pot gear) makes the fishing for shellfish with “pot gear” illegal, unless it allows for a form of escapement. Authorizes the department of fish and wildlife to collect a voluntary shellfish pot removal donation to help the removal and disposal of derelict crab and shrimp pots from the waters of the state.
- Introduced 2010 House Bill 2594 (Prohibiting an arbitrator from overturning the termination of a law enforcement officer) responds to a recent supreme court case that overturned the firing of a law enforcement officer for dishonest acts by prohibiting arbitrators from doing the same thing in the future.
- Introduced 2010 House Bill 2595 (Imposing an increased sentence for crimes committed using the interception of police communication) imposes an increased sentence for crimes committed in which the defendant intercepted police communication as a way to help in the crime.

- Introduced 2009 House Bill 2255 (Concerning ferry fuel tax exemptions) provides a tax exemption on the sale or use of motor vehicle and special fuel if the fuel is purchased by the Washington state ferries and the Washington state ferries is entitled to a refund or exemption under RCW 82.38.080.
- Introduced 2009 House Bill 2096 (modifying instances when vehicle owners may be allowed to deviate from license plate attachment requirements) allows vehicle owners to deviate from license plate attachment requirements when circumstances make it impractical to do. The previous standard was “impossible”.

- Introduced 2009 House Bill 1907 (Notice provisions for manufactured home communities offered for sale) requires strict compliance with notice provisions when manufactured/mobile home communities are offered for sale. Any failure to strictly comply results in the sale being void or requires the new owner to maintain the property as a manufactured/mobile home community for a specified period of time. - Introduced 2009 House Bill 1747 (reducing climate pollution in the built environment) requires the department of community, trade, and economic development to develop and implement a strategic plan for enhancing energy efficiency in and reducing greenhouse gas emissions from homes, building, districts, and neighborhoods. Requires the state energy code to accelerate construction of increasingly energy efficient homes and buildings that help achieve the broader goal of building zero fossil-fuel greenhouse gas emission homes and buildings by the year 2031. Requires the state building code council to adopt state energy codes that require homes and buildings constructed from 2016 through 2031 to meet certain energy efficiency targets, using the adopted 2006 Washington state energy code as a baseline. Removes energy audit and efficiency requirements that apply to any new leases entered into by state agencies for privately owned buildings over 10,000 square feet. Replaces these provisions with energy audit and efficiency measure requirements that apply to new leases or lease renewals for reporting public
facilities that have a national energy performance rating score below 75. Specifies that a qualifying public agency may not enter into a new lease or lease renewal on or after January 1, 2010, for a facility with a national energy performance rating score below 75 unless: A preliminary audit has been conducted within the last two years and the owner agrees to perform an investment grade audit and implement cost-effective energy conservation measures within the first two years of the lease agreement, if such measures are identified in the preliminary audit.
Allows the director of the office of financial management to waive these requirements if the director determines that compliance is not cost-effective or feasible. The amendment passed in the House by voice vote on April 14, 2009.
