Reestablishes a charter schools system in statute, with charter schools created
separately from the common school system, and funded with revenues from
the Washington Opportunity Pathways Account.
Makes numerous modifications to court-invalidated charter school statutes,
including prohibiting local school levy funds from being used for charter
schools, prohibiting the conversion of common schools into charter schools,
and adding the Superintendent of Public Instruction and the Chair of the State
Board of Education to the membership of the Washington State Charter
Commission.
