As a guard member that sucessfully accomplished 7 years of schooling; I am against this on the principle that this isn't a core function of government. When you have a budget that isn't balanced - Why would you spend the time or effort proposing and voting for a bill such as this. This isn't in the scope or need for government. All a guard member needs to do is communicate with course instructors.
But this is why there is such a poor evaluation of elected officials. Prioritize Spend less don't add new feel good legislation.
