
2011 Senate Bill 5785: Reconvening an Alaskan Way viaduct and Seattle Seawall project expert review panel (Senate Roll Call)
Passed 48 to 0 in the Senate on March 4, 2011, requires the Department of Transportation to reconvene an Expert Review Panel for the purpose of updating the work that was previously completed by the panel on the Alaskan Way viaduct and Seattle Seawall replacement project and to ensure that an appropriate and viable financial plan is created and regularly reviewed. This bill rovides that the ERP must report findings and recommendations annually and the first report is due October 2011. The ERP must also report to the Commission. The Department must consider ways to minimize the cost of the ERP and report costs annually.

If only our government "representatives" were "representing" us and not their financial supporters. Why shouldn't the land be sold and that revenue be used to cover costs? We'd have the tunnel PAID OFF!
If in deed a tunnel is built, the land that is opened up for use should be sold to help off set the cost to build the tunnel. If a private developer buys the land then impose restriction on them that would require public space and water access for free. This would be no different then the public good threshold that must be met when land is platted or subdivided. Why when budgets are so severely impacted are we not looking at common sense ways to pay the bills?? Oh wait then the city of Seattle wouldn't get to claim this new waterfront park paid for by the citizens from the rest of the state.
