
2011 House Bill 1339: Concerning negligent driving (House Roll Call)

Is the new fine for the benefit of the victim or to the benefit of the state coffers? It appears that the only beneficiary of this fine piece of feel good legislation is to enrich the state.
And what will be the recourse for the driver when the bicyclist or child darting across the street is at fault?
