Introduced by Rep. Dave Upthegrove, (D-Des Moines) (D) on January 14, 2009, to reclassify the penalty for possession of marijuana. A person under the age of eighteen with less than forty grams of marijuana shall be reclassified from a misdemeanor to a class two civil infraction. (See also Companion SB 5615).

This would free up a lot of valuable time for the already overcrowded court system. Law enforcement officers must have more time to devote to serious crimes where victimizations occur and where a prompt police response is critical.
