This is yet another frivolous law for the sake of having a law.  Cost are always passed on to consumers.  It is the way the economy works.  You can not demand private enterprise spend money and not increase the price of goods to cover the costs.  It is impossible.  Besides this obvious flaw, when did drugs become so cumbersome and bulky that they could not be flushed down a toilet when no longer needed?  Should the drug company have to pay my sewer bill and send a technician to my house to help me work the flush handle?  Do we need a Nanny paid for by the drug company to come to the house and show us how to do this?  We already get enough nannying from the state.  GET REAL!  Vote this down.
