2009 House Bill 1162: provides for social emotional learning in state public schools

Establishes that basic instruction in state public schools should include in its curriculum a social emotional learning component to help students better regulate their emotions and creates a social emotional learning public-private partnership with specific directions on the composition of this board. Removes the partnership and assigned responsibilities. The substitute also establishes that no private match is required for expenditure from the account. If funds are in the account, the SPI promotes and encourages incorporation of the SEL into basic education instruction, including disseminating information and awarding grants.

To remove the establishment of the Partnership or assign responsibilities, but retains the account. No private match is required for expenditure from the Account. If funds are in the Account, the SPI promotes and encourages incorporation of the SEL into basic education instruction, including disseminating information and awarding grants. The second substitute bill requires that any SEL curriculum promoted by the SPI must be culturally responsive. Additionally, the second substitute bill indicates that SEL program information disseminated by the SPI must be "promising;" these programs were described as "research-based" in the underlying bill.

Creates a Social Emotional Learning Public-Private Partnership Account to receive money appropriated by the Legislature and from other sources. The bill directs the Office of the Superintendent of Public Instruction, if funds are available in the Account, to promote and encourage incorporation of Social Emotional Learning into basic education instruction in public schools.
