2007 House Bill 1654: Modifying canvassing provisions.

To revise how counties tabulate the results of elections. The bill requires county auditors in possession of more than ten thousand ballots to process and canvass absentee ballots on a daily basis. The bill also requires county auditors to process and canvass absentee ballots at least every third day. The bill also has exceptions for instant run-off elections and counties that vote exclusively by mail-only methods. See companion SB 5629.   Official Text and Analysis.

To require that if the county auditor is in possession of more than 500 ballots, counties with a population of 75,000 or more count on a daily basis and counties with a population of less than 75,000 count every third day. Saturdays are added to the days that do not count for purposes of this section. The word "audit" is replaced with "check" throughout the section of the bill dealing with comparison of the manual count with the machine count. The substitute bill requires the county canvassing board to adopt procedures for a random check prior to the processing of ballots. It also requires that the precincts or batches to be randomly checked be selected according to the procedures established by the county canvassing board.
