2007 House Bill 1525: Reducing the impact of regulatory provisions on small businesses.

To create the “Small Business Advocacy Committee” made up of two members of the Senate, two members of the House of Representatives, and three small business owners. To require small business economic impact statements to include information on the numbers of jobs created or lost as the result of compliance with the agency's proposed rule. Clarifies that committees appointed as the result of a small business economic impact statement are authorized to engage in negotiated rule making pursuant to statute.

To authorize the joint administrative rules review committee to selectively review small business economic impact statements; authorizes individuals affected by a rule where there is a small business economic impact statement to petition the joint administrative rules review committee for review. Removes the small business advocacy committee.

To provide that a small business economic impact statement must also include an estimate of the number of jobs that will be created or lost as a result of compliance with the proposed rule. In obtaining information for the small business economic impact statement, the agency should, whenever possible, appoint a committee under RCW 34.05.210(2).
