2007 Senate Bill 5073: Phasing out building permit moratoriums for cities with unprocessed water right permit applications.

To lift the moratorium on building permits that have a water right application pending for more than five years with the Department of Ecology. Upon the effective date, a moratorium on building permits can no longer be issued for water right applications pending for more than five years. Upon 1 year of the effective date, the moratorium must be lifted for applications pending for more than 3 years. And upon 2 years of the effective date, the moratorium must be lifted for application pending for more than 1 year. See companion HB 2002.   Official Text and Analysis.
