2006 Senate Bill 6193: Gathering data on health care providers

To require the Department of Health to gather data related to work force supply and demographics to all health care providers who are credentialed by the state. The data will include: Specialty, age, race or ethnicity, hours in practice per week, practice statistics, including hours spent in direct patient care, zip code of the location where the provider practices, years in practice, years in practice in Washington, and location and years in practice in other jurisdictions, and type of facility where the provider practices. To limit the survey to licensed health care providers. The original bill included all health professionals who are credentialed by a disciplining board, as well as students enrolled in a training program to become credentialed by a disciplining board.

To direct the Department of Health to, periodically and to the extent funds are provided, in collaboration with the Work Force Training and Education Coordinating Board, distribute a voluntary survey to licensed health care providers. At a minimum, the survey collects data related to age, gender, race, ethnicity, area of practice, zip code of practice location, years in practice, and type of facility where a provider practices. The department provides a public set of the data collected but the data will be made available in a manner that protects the confidentiality of survey participants.

By the House Health Care Committee, to require the survey to be conducted every 2 years instead of periodically. When developing the survey, the Department is required to seek advice from researchers who are likely to use the information. Gender, multiple zip codes of practice locations, and education and training background are added to the list of minimum elements on the surveys. The Department is required to report to the Legislature on the effectiveness of the survey program by July 1, 2009. The program expires on January 1, 2012.
