Makes biennial transportation appropriations for 2015-17 biennium. Revisies supplemental transportation appropriations for the 2013-15 biennium.

Corrects the funding source for the employer contribution in the Transportation Management Program of the Washington State Department of Transportation for rate changes adopted by the Pension Funding Council for the 2015-17 fiscal biennium.

Limits a report by the Utilities and Transportation Commission (UTC) to only rail employee safety and regulatory functions. · Removes the Department of Ecology from the list of agencies that the UTC must work with in completing the report. · Removes date references regarding when the Joint Transportation Committee (JTC) must convene a work group relating to rail safety and regulatory matters.

Provides $2,518,000 for the Washington State Department of Transportation (WSDOT) to develop a statewide transportation model.

Specifies that the state intends that local sales tax paid on the SR 99/Alaskan Way Viaduct Replacement project must be assumed to be used to transit mitigation.

Provides funding for two additional transportation projects.

Provides that, during the 2015-2017 fiscal biennium, the WSDOT must allow toll-free travel on the Interstate 405 express toll lanes for vehicles carrying two or more people for the first 180 days of operation on each segment.

Removes the requirement that the Washington State Department of Transportation (WSDOT) sell the Rocky Reach Trail and instead requires the Department to transfer trail-related surplus property to the Washington State Parks and Recreation Commission.

Requires the Joint Transportation Committee study on weigh stations to review whether it is cost effective or more efficient to place future weigh stations in the median of a highway instead of placing two individual weigh stations on either side of a highway.

Provides $1,000,000 for an Everett connector service for Island and Skagit transit agencies.

Removes funding that was provided for the implementation of Substitute House Bill No. 2127 or Substitute Senate Bill No. 5957, which relate to pedestrian safety reviews.

Provides $15,000,000 for the SR 3/Belfair Bypass - New Alignment project.

Transfers up to $10,000,000 from the Multimodal Transportation Account at the end of the 2013-15 and 2015-17 biennia into the Essential Rail Assistance Account.

Removes the road user pilot project and the associated $3 million in funding from the Washington Transportation Commission's budget for the 2015-17 biennium.

Removes the $17,000,000 appropriation for transit mitigation for the SR 99/Alaskan Way Viaduct Replacement project.

Specifies that project savings on the North Spokane Corridor project must be made available in 2015-2017.

Prevents the issuance of bonds for transportation purposes with a term greater than 15 years during the 2015-2017 fiscal biennium.

Removes a requirement that the Washington Traffic Safety Commission oversee pilot projects implementing the use of automated traffic safety cameras to detect certain speed violations.

Provides $7,000,000 for the SR 26 Spur Bridge Replacement project.

Provides $40,000 for the Blaine school district for bus service for students living in Point Roberts.

Provides $100,000 for the Washington State Transportation Commission to coordinate and staff a bi-state project legislative work group.
