Removes the requirement directing the DSHS to provide Medicaid waiver services for eligible dependents. The DDA must make an assessment before approving services for a dependent who has returned to the state. The dependent may retain eligibility for any developmental disability service while out of state. Spouses are included as a military service member dependents.
