2013 Senate Bill 5050: Authorizing registered tow truck operators to carry passengers in a vehicle attached to a flatbed tow truck under certain situations

I thought that this was already possible but then again I am not a driver yet, I may be excused for the lack of information. Now that I am thinking about it one could build the best car commercials based only on this idea. I think that's awesome!
