2012 Senate Bill 6028: Regarding irrigation permits to promote the production of biofuel crops and organic crops along the Columbia and Snake rivers

Requires the Department of Ecology (DOE) to issue irrigation permits for biofuel crop irrigation and organic crop irrigation along the Columbia and Snake Rivers. The permits will provide for an annual allocation of 100,000 acre feet of water. This act also prohibits DOE from denying or conditioning such a permit on the grounds that the denial or condition is necessary to satisfy the instream flow or no net loss requirements.
