Makes a technical correction that adds the existing authorization and requirement for the $1.50 fee for a license plate for mopeds; removes duplicate language already in statute under RCW 46.68.410 for the vehicle identification number inspection fee; and adds that the special license plate accounts are in the custody of the State Treasurer.

Makes a technical amendment to clarify that for a otor ehicle base plated in the State of Washington that is subject to highway inspections and compliance reviews, the Washington State Patrol performs such inspections and reviews and restores the vehicle trip permit fee due to erroneous technical amendment. The amendment also makes a technical amendment to a special license plate provision and clarifies which collector vehicle license plates are transferrable.
