Makes a technical correction that adds the existing authorization and requirement for the $1.50 fee for a license plate for mopeds; removes duplicate language already in statute under RCW 46.68.410 for the vehicle identification number inspection fee; and adds that the special license plate accounts are in the custody of the State Treasurer.

The amendment also makes a technical amendment to a special license plate provision and clarifies which collector vehicle license plates are transferrable.
