2011 Senate Bill 5048: Prohibiting the collection of protected information

To create the “Washington enhanced intelligence act,” which prohibits a state, local, or county law enforcement agency from collecting or maintaining protected information about an individual or group unless the information directly relates to criminal conduct or activity. It also requires equires state, local, and county law enforcementagencies to adopt a privacy policy for protected information and to ensure that all employees are properly trained in this policy. The attorney general is required to conduct unscheduled audits of state, local, and county law enforcement records.   Official Text and Analysis.
