Prohibits the sale of cigarettes, tobacco products, and vapor products to persons under the age of 21.

Allows the Governor to seek government-to-government consultations with Indian tribes regarding raising the minimum age of sale in compacts for cigarette tax contracts. Requires the Governor to report to the appropriate committees of the Legislature on the status of the consultations by December 1, 2019..

Requires the liquor and cannabis board to conduct regular efforts to prevent nontribal members under 21 years old from obtaining tobacco products on tribal land.

Requires the liquor and cannabis board to conduct regular efforts to prevent nontribal members under 19 years old from obtaining tobacco products on tribal land.

Provides that this act does not apply in a county if any Indian tribe within that county sells or permits to be sold to any person who is eighteen years old or older any cigar, cigarette, cigarette paper or wrapper, tobacco in any form, or vapor product and no provision of this act may be enforced and/or implemented in respect to such sales.

Lowers the age of a person who can be sold cigars, cigarettes, tobacco, or vapor products to 19, instead of 21 years old. Replaces intent language that focused on raising the legal age 4to purchase tobacco to individuals 21 or older, with information about raising the age to 19 years old.
