2013 Senate Bill 5024: Making transportation appropriations for the 2011-2013 and 2013-2015 fiscal biennia

This budget also includes about &82 million for design work on the I-5 Columbia River Crossing project. The bill also modifies appropriations for the existing the 2011-13 transportation budget.

Extends the commute trip reduction (CTR) tax credit, which is currently scheduled to expire on June 30, 2013, by one year. The total potential amount of the CTR tax credit is reduced from $2,750,000 to $1,500,000 in any given fiscal year.

Directs the joint legislative audit and review committee to conduct a study of registration and inspection fee programs regulating gas stations and other businesses that emit gasoline vapors administered by the department of ecology and air pollution control authorities. The study must include comparing and contrasting: Registration and inspection fees and methodologies in fee calculations for all regulatory agencies; inspection processes and criteria, including registration and inspection frequencies among regulatory agencies; and inspection processes and criteria used by the state's regulatory agencies with criteria established by the United States environmental protection agency.
