2013 House Bill 1839: Concerning criminal background checks and other requirements applicable to the purchase and transfer of firearms

Provides that, when conducting background checks for firearm purchases, the police department shall check the instant criminal background check system instead of the National Crime Information Center. This act also specifies that a background check is not required for a purchaser who has a valid concealed pistol license issued on or after July 22, 2011.   Official Text and Analysis.
