Modifies current law to allow sixteen and seventeen year-olds to pre-register to vote when acquiring, replacing or renewing their driver’s license. Requires the county auditor to send a confirmation
notice to persons who have preregistered to vote 90 days before they
are eligible to be registered as a voter in the statewide voter
registration database. Registrants must respond with a signed
declaration and the signature on the declaration must match the
signature on the preregistration application in order to be included
as a voter in the statewide voter registration database. Allows the
parent or guardian of a registrant serving in the military to sign
and return the declaration indicating the current legal address of
the registrant. Requires that the confirmation notice include
information on how a military voter may obtain, vote, and return a
ballot to the county auditor, as well as applicable web sites for
information and downloading a ballot.

eligible to vote; 2) Requires the registrant to respond to the
confirmation notice with a signed declaration submitted under
penalty of perjury stating the address of the current legal
residence of the registrant; 3) Requires that the signature on the
declaration be verified against the signature on the registration
application; 4) Prohibits a ballot from being sent to a registrant
who fails to respond to the confirmation notice or whose signature
cannot be verified, unless the registrant has registered as a
military voter; and 5) Authorizes the issuance of a ballot if the
registrant provides acceptable verification.
