2013 House Bill 1169: Concerning state agency programs to reduce greenhouse gas emissions

Modifies current law to prohibit any state agency from implementing a cap and trade system, regulating motor vehicle fuel economy, or otherwise addressing greenhouse gas emissions, without direct and specific legislative authorization to conduct the activity. This act also provides that any federal law, rule, order, or other act by the federal government violating the provisions of this chapter is invalid in this state, is not recognized by and is specifically rejected by this state, and is considered as null and void and of no effect in this state.   Official Text and Analysis.
