2011 Senate Bill 5585: Concerning street rod and custom vehicles

To address street rod and custom vehicle provisions relating to application for original certificate of title; exemptions from emission test requirements; and use of blue dot taillights. Owners must certify that such vehicles will be maintained for occasional transportation, exhibitions, club activities, parades, tours, and similar uses; and will not be used for general daily transportation.   Official Text and Analysis.

To provide that before accepting an application for a certificate of title, the Department of Licensing, county auditor or other agent, or subagent must require an applicant to provide a certificate of vehicle inspection completed by the Washington State Patrol or other authorized inspector when the application is for a vehicle being titled for the first time as a street rod or custom vehicle. The inspection must verify that the vehicle identification number is genuine and agrees with the number shown on the certificate of title and registration certificate.

To amend the definition of street rod and custom vehicles to extend to alterations of one or more component parts that change the appearance or performance of the vehicle. The amendment clarifies that titling each vehicle applies to first application of certificate of title rather than "original application," provides that the presence of modern equipment such as brakes, engines, or seat belts, on either a street rod or custom vehicle or the lack of hoods or bumpers shall not invalidate the year of manufacture on the certificate of title, changes the definition of custom vehicle from twenty-five years old to thirty. Removes language which exempted equipment on street rods and custom vehicles. and adds "custom vehicles" to those exempt from certain equipment requirements identified in RCW 46.37.518. It also provides that registration of a street rod or custom vehicle does not have to be the initial registration.
