To provide that when when reductions in the workforce occur due to enrollment decline or revenue loss, no-renewal of the employment contracts of any certificated classroom teacher must be based on performance evaluation ratings, with the lowest rated teachers being non-renewed first. Seniority takes precedence where teachers have the same evaluation ratings. Official Text and Analysis.
