- Introduced by Rep. Timm Ormsby, (D-Spokane) (D) on February 1, 2011, to establish the clean water jobs act of 2011, which imposes a storm water pollution fee on the first possession of petroleum products, pesticides, herbicides, and fertilizers for the purpose of offsetting the burden of funding projects and activities that redress state water pollution caused by the presence of such substances in stormwater runoff. The bill also creates the storm water pollution account. (Companion: SB 5604).

Environmentalism is a dangerous mental disorder
This is a tax, not a fee. Many household products, as well as oil and gasoline will cost more if this bill passes. This is just another way for certain members of the Legislature to circumvent Init. 1053.
