- Introduced by Sen. Rosemary McAuliffe (D) on January 15, 2010, creates the all start voluntary preschool program for three and four-year olds to make early learning opportunities available to every three and four-year old child in the state. Requires the department of early learning to: certification; develop preschool programs; review the early childhood education and assistance and head start program standards; and, coordinate, and implement services and programs for children from birth to age three. (See also HB 2867).

Senator McAuliffe, you are totally off base on this one (as is the governor). The "early learning center" is the home. You are undermining the family -- the foundation of civilization -- when you propose programs such as this. A mother and a father have this responsibility.
You call it voluntary, but we will be taxed for this whether we choose to participate or not.
And what experience does the state have in raising children or educating them? All your programs thus far have failed, though you always say its for lack of money.
When you start supporting families in the home you will finally see success.
