Does the ATV have smog control, fivemph bumpers, air bags, etc. etc. etc.? Until they do, they're dangerous not only for other motorists, but for the future legislation to make anything legal on the road as long as the state can license it and collect revenue from it. It's the flying car theory, If everyone has one, it's a matter of time til there is more of a traffic jam in the sky and people will die.
This is a stupid idea, brought on by the legalization of driving golf carts in some area as a way to lower the carbon emissions. A tit for Tat, or, a pusing of the boundries I'm not sure which.
Besides, if anyone wants to ride an ATV on the road, now there is nothing stopping them. It's not like there is an abundance of police around stopping things like this.
And please don't insult my or anyone elses intellignece by saying that the money for licensing these will help pay for law enforcement. We all know that will never happen.

So if ann-terrain four wheel vehicle meets all these requirements, what is different about it that makes it different from a car? Do these differences make it more or less dangerous for the operator of a fully licensed, insured, etc. car? If it is only more dangerous for the operator of the all-terrain vehicle, caveat emptor.
