This bill may cause more problems than it fixes by shuffling the application line, awarding water rights out of chronological order, then retaining first-in-time rights for applicants that may be impaired by the water rights awarded earlier through the cost reimbursement program.  Rescinding a water right 20 years down the road does not appear to be a viable plan.  If the Legislature wants to make water rights certification a cost-recovery fee function of Ecology, then it should just allow the Department to go down the line, process those applications of applicants that are willing to pay the fee, and bump the application date of those who are not.
