Introduced by Rep. Sherry Appleton, (D-Poulsbo) (D) on January 18, 2010, allows cities in counties whose population density is between 620 and 680 people per square mile to impose sales and use taxes on newly annexed areas.
- Referred to the House Local Government & Housing Committee on January 18, 2010.
  - Substitute offered in the House on February 1, 2010, raises the upper limit of the population density threshold from less than 680 persons per square mile to less than 686 per square mile. It also requires that an interlocal agreement regarding the annexing city's use of the tax revenues be in effect between the county and the annexing city before the annexing city can impose the tax authorized under this act. The substitute passed in the House by voice vote on February 1, 2010.

Why is this proposal not suitable for cities in countiies with densities over 680 people? How about for cities in counties with less than 620? Does this make a mockery of the idea that everyone should be equal under the law? (Hint: The answer is YES!)
