Introduced by Rep. Christine Rolfes, (D-Bainbridge Island) (D) on January 18, 2010, changes the name of the toll collection account to the central toll account and provides for electronic toll collection and photo tolling systems, permitted methods for payment of tolls, and penalties for failure to pay a toll.

Substitute offered in the House on February 3, 2010, requires the WSDOT to retain records identifying a specific instance of travel only as required to ensure payment and enforcement of tolls and to comply with the state records retention policy for toll facilities. Allows the WSDOT and its agents to use electronic toll collection system technology only for toll collection purposes. The substitute also requires the WSDOT to deposit all administrative fees into the toll facility account of the
facility on which the toll was assessed. The substitute passed in the House by voice vote on February 3, 2010.
