Introduced by Rep. Sherry Appleton, (D-Poulsbo) (D) on January 15, 2010, creates a civil cause of action to address those who have been wrongfully convicted and imprisoned. The bill encourages the courts to assist persons who have been wrongfully convicted and imprisoned in accessing programs such as Washington's corrections clearinghouse and reentry services and to exercise its discretion regarding the weight and admissibility of evidence, give due consideration to difficulties of proof caused by the passage of time, the death or unavailability of witnesses, the destruction of evidence, or other factors not caused by the wrongfully convicted person or those acting in their best interest.
