• Introduced by Sen. Phil Rockefeller, (D-Kitsap County) (D) on February 5, 2009, exempts a withdrawal of public groundwaters from application and permit requirements as long as the beneficial use or uses of the public groundwaters do not individually or collectively exceed five thousand gallons a day for specified purposes, such as domestic use, stock watering, or noncommercial lawns and gardens.
