
It seems to me this bill does the opposite of what it says. Rather than "add[ing] to the list of actions presumed unreasonable when used to correct or restrain a child to include actions that leave minor temporary marks that last longer than twenty-four hours," the text of the bill says presumes unreasonable any "act that is likely to cause and which does cause bodily harm greater than ... minor temporary marks that last longer than twenty-four hours."
So for the action to be presumed unreasonable it would have to cause bodily harm GREATER THAN those longer-than-24-hours marks.
