Phil Rockefeller, (D-Kitsap County) (D) on January 21, 2009, requires state or appropriate municipality to make payment within thirty days of completed work by a contractor for any work that is not the subject of a dispute or else pay an accrued interest rate of one percent per month. Substitute offered in the Senate on February 23, 2009, to require that change orders must be issued within 60 days, rather than 30. This only applies when both sides have agreed in writing on the price of the work. No interest may accrue on a work order that is timely issued. The substitute passed in the Senate by voice vote on February 23, 2009.
