• Introduced by Sen. Phil Rockefeller, (D-Kitsap County) (D) on January 15, 2009, increases solar energy incentives by including community solar projects in investment cost recovery credits paid by participating light and power businesses. Provides a base rate of thirty cents per economic development kilowatt-hour for community solar projects and sets forth the formulas and limitations for calculating the credit.
